| The report of the 19th National Congress of the Communist Party of China pointed out that we should promote the extensive,multi-level and institutionalized development of consultative democracy.Strengthening the research on urban community consultative governance will help to improve China’s urban community governance capacity and promote the extensive and multi-level institutionalized development of socialist consultative democracy;It helps to deepen the research on grass-roots consultative democracy and improve the level of consultative governance in grass-roots communities.This paper focuses on the cases of "consultation on the front line","happy Council" and "monthly discussion" of community governance in District J of W city.Based on the governance theory and the theory of consultative democracy,this paper comprehensively uses the research methods of literature research,case study,questionnaire survey and interview to conduct relevant research and analysis around the process,mechanism and function of community governance,analyze the existing problems,and put forward solutions.The main points of this paper are as follows: first,this paper analyzes three types of negotiated governance in community negotiated governance in District J of w City:negotiated governance between government and community,negotiated governance between community residents,and negotiated governance between community organizations.Three different negotiation types can deepen the theory and practice of community negotiation governance.Second,based on the analysis of the negotiation case process,this paper analyzes the negotiation governance mechanism of urban communities in District J,mainly including the platform building mechanism,the procedure reaching mechanism and the "mobilization game compromise" negotiation mechanism.Thirdly,it analyzes the problems and reasons of community consultation governance.The main reasons are that the system is out of touch,the main body is weak in participation,the mechanism is weak,and the consciousness is weak.The reasons for the above problems are the constraints of traditional governance concepts,the absence of long-term mechanisms,the lack of cultural support and the lack of negotiation awareness.Fourthly,several optimization paths are proposed.From the four aspects of optimizing the community power structure and system construction,consolidating the community negotiation subject,standardizing the community negotiation process,and improving the community negotiation ability and cultural construction,this paper analyzes the improvement path of urban community negotiation governance in China,in order to provide useful enlightenment for the long-term operation of urban community negotiation Governance in China. |
