With the deepening of China's reform and opening up,the degree of globalization of economy,trade,politics and culture has gradually deepened.Put forward higher requirements on national economic security,government governance and international relations.The report of the 19 th National Congress of the Communist Party pointed out that,we must persist in and develop China's socialist democratic politics for a long time,Actively and steadily promote political system reform,promote the institutionalization,standardization and proceduralization of socialist politics.General Secretary Xi Jinping put forward the requirements for strengthening the political,advanced and masses of the group organization work,group work must overcome the phenomenon of institutionalization and separation from the masses,must always stand on the stand of the party and the people,must adapt to new changes and construct new models.40 years of reform and opening up,China is experiencing the dual social structural transformation brought about by the market economy and the network society.The traditional unit society is disintegrating,while the individual subjectivity is greatly enhanced.The social foundation that led to the integration of the masses by traditional group organizations began to change.The people's communication methods and living patterns have undergone fundamental changes.Strengthening the performance management of group organizations is conducive to standardizing the management of group organizations,Improve group work efficiency.In turn,it is conducive to expanding the party's mass base and consolidating the party's ruling status.China's mass organizations are the product of socialism with Chinese characteristics,while academic research on group organization mainly centers on its functions,study on Group Organizations how to reform and innovation in the New Era,and the role of Group Organizations in social governance.Few studies have been conducted on its performance management.Generally speaking,practice of Government Performance Management in China,group organizations are equated with government departments for assessment.The group organization itself has not yet established the performance management system.According to the theory of performance management of group organization,this paper combines the practice of performance management of government departments and the characteristics of group organization,Adhering tothe political,advanced and mass nature of Group Organizations,exploring the Establishment of Performance Management Model Suitable for China's Group Organizations.Including the establishment of performance plan,organization and management,real-time monitoring,quantitative assessment and application of results.In order to provide reference for realizing the process and standardization of performance management in group organizations.
