The government performance evaluation is the core part of the government performance management.The modern meaning of government performance evaluation in China was introduced from foreign countries in the 1990 s.Since then,the environment of government performance evaluation has been greatly improved,external evaluation has been attached more importance to,and the application of information technology has increased.Although some progress has been made in our country's government performance evaluation,but it still has some problems,such as the subjects of government performance evaluation are lack of cognition and communication.The evaluation indicators are empty and simple,and the set of indicators linked more to personal's preference.The methodology remains a top-down and one-way internal assessment and lack of flexibility.The relevant assessment mechanism is not yet sound,and the atmosphere of public assessment is still inactive.These problems are caused by many factors.On the one hand,the subjects do not attach enough importance to the government performance evaluation,the relevant theoretical study is not enough and the assessed probably prevent being evaluated,and so on.On another hand,uneven strength among different evaluation subjects,lacking of authority guidance from the laws and regulations as well as some traditional cultural are all exerting effects on it.In the age of big data,the development of information technology and big data technology has led to a new direction in the development of government performance evaluation.For solving the problems of government performance evaluation in our country,this paper will put forward a model,the fourth party of government performance evaluation,based on information technology and big data technology,to solve these problems.The fourth party of government performance evaluation is defined by the role of the evaluation subject.It is based on the third-party assessment,and is also assessed by an organization that is independent of the subject of the evaluated and is highly specialized.What's different is that the fourth party assessment is a big data assessment by the big data organizations,rely on the cumulative performance data from government performance information system.It is an assessment independent of the tripartite party assessment.The assessment of the fourth party included evaluation of the previous three party's assessments and evaluation of government performance based on the big data.The former is equal to the evaluation's assessment,the latter is a direct evaluation of government performance.The fourth party government performance evaluation model proposed in this paper using the Shared information platform,has organic bonded all the evaluation's subjects,evaluation object and evaluation indicators.This model could realize the information sharing of government performance evaluation,realize real-time communication across time and space between assessment subjects,provide with enough information and stable channel for the public to participate in the evaluation.In the same time,it will break through problems as the old evaluation pattern of performance evaluation of data is not comprehensive,evaluation running is not transparent and so on.And make assurance of the evaluation result's reliability and validity.As the integration of the three former assessment,on the one hand,the fourth party assessment could integrate the three former assessment data,testing their reliability and validity of the assessment result,on the other hand,it could also use the government's behavior data to evaluate independently.Based on big data,the fourth party government performance evaluation not only solve some problems of the government performance evaluation itself,more importantly,it enables all subjects communicate and dialogue more equally,supervisors and managers can also be real-time monitoring across time and space,and sovle problems in real-time when found that the problems.
