To have a high-quality,efficient and scientific development model is the focus of equipment acquisition in all countries.Demand-pull and technology-push are the two basic driving engines of the development of weapons.The two engines should be taken into account as a whole during the whole process of the research and development of weapons.And it is necessary to make timely adjustments,corrections or changes according to the actual conditions.This paper took F-22 fighter project as the research object.First of all,this paper discussed the two basic driving engines in its historical evolution,main characteristics,demonstration systems,development strategies and arguments in driving engines of the development of weapons.Second,this paper made an analysis of the F-22 project from the perspectives of its background,development process,development policy,censorship system and driving engine analysis.Third,the integration mechanism and characteristics of two driving engines in U.S military equipment acquisition system was expounded from two perspectives:the participants and decision-support.At last,the paper analyzed the integration of the two driving engines in the F-22 project from three aspects:policy-systems,acquisition documents and organization establishment.Through the analysis of demand-pull and technology-push in the F-22 fighter project,this paper put forward helpful suggestions to the development of weapons in our country:1)system construction of the two basic driving engines;2)rolling evaluation on the two engines in the equipment acquisition;3)Closely following military needs and strictly controlling project risks;4)Strengthening cooperation and adhering to steady development.
