Research On The Management Of Overseas Non-Governmental Organizations In China Under The Perspective Of A Holistic View Of National Security

With the increase of China's reform and opening up,the number of overseas NGOs in China has continued to increase,involving more and more fields,increasing influence,playing an active role in China's economic and social development,and also maintaining national security belts.A new challenge has come.The proposal of a holistic view of national security concept provides important theoretical guidance for the management of overseas NGOs,and the implementation of the Law on the Management of Overseas NGOs' Activities in China provides the necessary rule of law support.It is necessary to conduct in-depth research on relevant theories and practices.To promote the further strengthening of the management of overseas NGOs,to minimize the potential threats and actual harms to their national security,and to promote their orderly and healthy development.Based on the study of the basic connotation and theoretical characteristics of a holistic view of national security concept,this paper expounds the necessity of strengthening the management of overseas NGOs based on this theory,and sorts out the main types and activities characteristics and trends of overseas NGOs in China,and systematically analyzes them.The negative impact of its activities on national political security,economic security,cultural security,and social security.At the same time,the research and analysis of the current overseas NGO management model and system mechanism have affirmed the rationality of the system design,and objectively found that there are high barriers to entry in the current management,loopholes in supervision,poor management services,and propaganda.Not enough questions,and analyzed the causes of the problem from the level of ideological understanding,legal support,management service mechanism,and daily supervision ability.In view of the existing problems and causes,from the three aspects of sound management system and mechanism,improvement of the rule of law,and construction of the source governance system,the focus is on strengthening macroeconomic policy guidance,improving the departmental responsibility system,and establishing a social supervision mechanism;Daily supervision,strengthening the punishment of illegal activities;strict entry barriers,exploring regulatory standardization,developing local NGOs,and proposing countermeasures.
