Internet Ecological Security Governance From The Perspective Of A Holistic View Of National Security

This is a time of constant change.A multi-polar world is gaining momentum.The economic landscape has undergone profound changes.Major country relations have undergone profound readjustment.Regional hotspots keep popping up.Domestic reform has entered a deep-water zone.Due to the increasing external “uncertainty”factors and many internal “synchronic” risks,the concept of China’s national security is richer than ever before,the security field involved is broader than ever before,and the security environment in which China is living is more complex than ever before.In the face of the interconnection between traditional and non-traditional security,and the overlapping of old and new contradictions and internal and external risks,a “holistic view of national security” with the concept of “great security” has emerged.At the same time,we are also in an era of information technology changes with each passing day.With the update and iteration of digital communication and information transmission technology,the Internet has been rapidly promoted and used with incomparable advantages.In the Internet ecology,instant communication,co-creation,and open resources connect Internet users with different identities.The Internet revolution has changed the world forever.Under the influence of emerging technologies such as Deep learning,Cloud computing,Big data,5G transmission and artificial intelligence,the Internet and reality are constantly merging in development,and social operation and daily life have been deeply dependent on the support of Internet technology.However,while the Internet has brought progress and convenience to social production and life,the boundary of security issues has become gradually blurred,and all kinds of security threats continue to emerge in the Internet ecology.In the era of “all things connected”,the Internet has become the fifth field beyond the land,sea,sky and space.We need to take a “holistic view of national security” concept in the new era as the strategic guidance to actively explore the issue of cybersecurity governance.This is of great significance to safeguarding the country’s overall security,enhancing the Party’s governance capacity,and modernizing the country’s governance system and capacity.The most distinct “systematic” thinking in the overall national security concept focuses on two aspects: one is to emphasize the integrity of national security;the other is to clarify the interconnection of security fields.From the perspective of overall characteristics,Internet ecological security combines the content of security maintenance in the traditional field and the way of security maintenance in the nontraditional field.It is a part of our country’s security practice,and the basis for the modernization of the party’s governing ability,national governance system and national governance ability.At the same time,from the characteristics of connection,the Internet has become a pluralistic and open ecology.All areas of security will be associated with it,and any unsettling factors in the Internet will also be displayed.It can be said that Internet ecological security has become a microcosm of the overall security of countries.Facing the trend of increasingly complex,hidden,and long-term risks,the government has increased resources investment in the Internet ecological security governance,the system is becoming more and more perfect,the rectification efforts are rising,and the development trend is also stable and improving.At present,the Internet ecological security governance mainly includes three aspects of work,namely,the governance of Internet public opinion,the regulation of information content,and the punishment of illegal behavior.Among them,Internet rumors and extreme speech belong to the governance of Internet public opinion.Illegal information and bad information belong to the work of regulating information content.Piracy infringement,online gambling and fraud are the work contents of punishing cybercrime.On the above three aspects of work,in the current process of Internet ecological security governance,there is a rare phenomenon in other governance areas,that is,the government in the governance practice,through the way of subcontracting tasks to enterprises to maintain Internet ecological security.As this governance model crosses the boundaries of government and market,this model is called “cross-boundary subcontract” in this paper.This mode follows the principles of “whoever is in charge is in charge” and “whoever runs is in charge”.It requires enterprises to fulfill governance responsibilities in the maintenance of Internet ecological security,and has the characteristics of unequal power relations,strong economic incentives,“result +process” assessment method and economic resource control.cross-boundary subcontract is a rational choice for government subject to drive other social subjects to cooperate in Internet governance.In the implementation process of cross-boundary subcontracting,the Party committee’s opinions on the governance of Internet ecology are consistent with the government’s governance strategy,the enterprise completes the governance tasks required by the government within the prescribed time limit,and the individual will of Internet users is integrated into the collective behavior of the society.“Government guidance”,“Enterprise cooperation” and “Social response” are the structural requisites of cross-boundary subcontracting,while property right protection and negative incentives,responsibility fulfillment and revenue space,risk perception and opinion structure are the key to its effective trial.
