Study On The Problems And Countermeasures Of The Third-party Evaluation Of Local Government Affairs Openness

Under the background of comprehensively deepening the reform,the Chinese government proposes to achieve the work goal of institutionalizing,standardizing and significantly improving the level of informatization in 2020.As a tool to measure and test the level,quality and ability of government openness,the third-party evaluation of government affairs openness is also a means to improve the transparency and practicability of government openness.Since 2016,local governments at all levels have carried out the third-party evaluation of government affairs openness,but they lack of experience and theoretical guidance in practice.Therefore,it is just the right time to analyze and study the reality of the third-party evaluation of the local government's government affairs openness,which causes the academic community to pay more attention to and think about the third-party evaluation of the government openness,and also becomes a powerful hand in the current third-party evaluation of the government affairs openness.On the basis of previous literature research,this paper defines the concepts of government affairs publicity,third-party evaluation and third-party evaluation of government affairs openness,outlines the six core elements of the subject,object,content,process,method and funds of local government affairs publicity third-party evaluation,and introduces the principal-agent theory,stakeholder theory,new public service theory and governance theory.By using the methods of literature research,network research,comparative analysis and interdisciplinary research,this paper studies the third-party evaluation practice of government affairs openness at all levels in China.Based on the investigation of the third-party evaluation practice network of provincial government,municipal government and county-level government,this paper comprehensively analyzes the current situation of the evaluation practice of local governments at all levels,and points out that there are some problems in the evaluation practice,such as slow progress,unclear project procurement,lack of independence of evaluation subjects,asymmetric information,lack of public participation and limited application of results.The problems exposed in the practice of the third-party evaluation of the opening of local government affairs openness at all levels reflect the lack of motivation,imperfect laws and regulations,and weak supervision mechanism of the evaluation results.Therefore,this paper puts forward five improvement measures to provide intellectual support,theoretical norms and direction guidance for evaluation practice,and promote the standardized and institutionalized mechanism construction of "promoting construction by evaluation,promoting reform by evaluation,promoting management by evaluation,and combining evaluation with construction",so as to promote the modernization of national governance system and governance capacity.
