Research On Public Service Supply Of Earthquake Prevention And Disaster Mitigation In Guangdong Province

Public service is an important function of government.It is also the core responsibility of the earthquake department to provide the public services for earthquake prevention and disaster mitigation.Guangdong Earthquake Agency has been exploring the approach of providing the public service associating to earthquake security,which has made a certain development.The earthquake security social services achieved a preliminary transition from internal management to social management,from industry services to public services.However,there still a disparity between the supply of public services for earthquake disaster prevention and social demand.These differences are including the lack of ability,as well as the ability to lack of service,and low service level.What are the bottlenecks that lead to the gap between supply and demand? How to improve supply levels and continuously which meet the growing needs of earthquake safety services in society.This is the issue to be studied in this paper.The public service product of earthquake prevention and disaster mitigation belongs to pure public product and quasi-public product.The level of efficiency and social satisfaction are the important embodiment of the supply level of the public service of earthquake prevention and disaster mitigation.This paper uses the knowledge of public management theory,takes the public service supply and subwork as the theoretical framework,and adopts the archival method,interview method and participatory observation method.firstly,this paper analyzes the current situation of public service supply in Guangdong earthquake agency,evaluates its service effectiveness and existing deficiencies which including Service planner,Service producer,the interaction between service planner,service producer and service object.Then,this paper expounds the reasons why the existing public service cannot meet the needs of society.On this basis,it puts forward some countermeasures and suggestions to improve the supply level of public services for earthquake prevention and disaster mitigation,so that the service supply can meet the needs of society.
