This research studies a total of 30 government work reports(2009-2018)published by the State Council,Guangdong Provincial People's Government and Shenzhen Municipal People's Government from the perspective of government performance management(GPM).In the light of the theories of administration,management and stylistics,this research explores the functions and characteristics of government work report,as well as its new requirements and challenges,in the purpose of proposing targeted countermeasures.This paper systematically expounds the origin of government work report,compares the similar text types,summarizes relevant concepts of GPM,,and further explains the relationship between the government work reports and performance management.Then,starting with the writing procedure and specific structure content of the government work report,this paper explores the performance management principles contained in it.The whole research process takes 30 government work reports as cases to conduct specific analysis,obtain corresponding data,analyze the current situation of writing government work reports and the reasons behind it,and finally analyze the new requirements and challenges that government work reports need to face from the perspective of GPM,as well as the way of adjustment.To conclude,government performance management is an important tool for government transformation,and the advantages and disadvantages under new challenges of government work report should be made clear.Corresponding changes should be made in both the form and content of the report so that it will satisfy the needs of government transformation and serve as a better guidance on the government work.
