In recent years,the number of young civil servants has grown steadily in China.The young civil servants form an important part of the civil servant community.Most of them work at the grassroots level under the direct leadership of government bodies or relevant to law enforcement,and in streets and township communities.They are responsible to regulate and directly contacted with people,and are under their supervision.A large amount of studies have shown that the level of worker satisfaction has a direct or indirect effect on their job performance.As the grassroots leaders,young civil servants directly affect the quality of their service to the people,which in turn affects the quality of service of national government agencies.Exploring the factors affecting the job satisfaction of civil servants and improving the satisfaction of young civil servants are realities that need to be considered by the managers of every prefectural-level cities.This study selected Panjin as the survey area,and chose young civil servants in this area as the research object.This paper investigated the job satisfaction of young civil servants in one county and three districts of Panjin by using the method of sample survey and according to the reference material,divided job satisfaction into six areas,including job income,career development,interpersonal relationships,management systems,personal identity,and the work itself.At the same time,this paper explored the impact of psychological capital on the job satisfaction of young civil servants.The findings show that the psychological capital of young civil servants in Panjin is below average and their overall job satisfaction is at a medium level.Based on the questionnaire data and in-depth interview data of the psychological capital and job satisfaction of young civil servants in Panjin,this paper analyzed the reliability and validity,correlation and regression of the data on 153 questionnaires.The impact of four dimensions of psychological capital,namely,self-efficacy,resilience,hope and optimism on the job satisfaction of young civil servants was explored,and the impact of different dimensions of psychological capital on different aspects of job satisfaction was confirmed in this paper.On the basis of all the above,and in the view of the characteristics of young civil servants' psychological capital and incentive theory,this paper put forward some corresponding countermeasure proposals on improving the job satisfaction of young civil servants in counties and perfected it systematically from job income,career development,interpersonal relationships,management systems,personal identity and the work itself.Only by improving the satisfaction of civil servants at work can the performance of civil servants' individual work be improved,the performance of government be raised,the credibility of the government be enhanced,and better services be provided for the public.
