With the rapid development of China's market economy and the gradual implementation of its government reforms,talent competition has become increasingly intense while civil servants at grass-roots levels are facing greater pressures and challenges.To adapt to government transformation and meet the demands of people,civil servants at grass-roots levels need strong inner motivation to sustain themselves.Psychological capital of grass-roots civil servants not only has impact on various aspects of themselves,but also has very close connections with the entire work performance at grass-roots levels.Therefore,it has become an imperative issue for governments at grass-roots levels to improve psychological capital of their civil servants.Research has shown that psychological capital can bring investment returns to organizations.The study on psychological capital of grass-roots civil servants provides a new theoretical dimension to the traditional study of human resources management,while in practice it offers a new perspective for government organizations to manage and develop first-class civil servants at grass-roots levels.This paper,by applying the Grounded Theory and referring to the existing literature,conceives and designs psychological capital of Chinese grass-roots civil servants,then designs and examines the measurement scales for grass-roots civil servants.Furthermore,taking district A of Hangzhou for case study,it investigates the current conditions of psychological capital for grass-roots civil servants through questionnaires.Finally,considering the characteristics of psychological capital for grass-roots civil servants and from the perspective of organization and human resources management,this paper puts forward a series of management proposals for psychological capital of grass-roots civil servants.
