Research On The Transformation Of The Government Functions In Y Area Of The PFTZ

The proposal of building Pilot Free Trade Zones is an important strategic decision made by the CPC Central Committee and the State Council to promote the reform of new era.It is a measure to the new global economy as well as the deepening of the reform of "streamlining administration and servicing".The transformation of government functions will directly be related to the future development of pilot free trade zones,especially for Y,a fourth-tier city which needs to strengthen its opening up and develop its economy badly with the help of national strategy.This is why Y is chosen to be an example of the transformation of government functions in PFTZs.First of all,this article uses the literature research method to sort out the relevant researchs at home and abroad,as well as the materials issued by Y City and its management committee.Key concepts such as government function transformation,business environment and PFTZ are introduced in the paper.Second,the current situation of the government function transformation in Y area is shown and there is research done by interviewing the staff of companies in Y area and the staff of local management committee,which collects valuable information about the transformation of the government functions of Y area.Also,some current problems are shown and analyzed.Thirdly,after analyzing,the comparative analysis method is used to analyze the different measures taken by Y area,other PFTZs in China and FTZs overseas to transform government functions.Through the above researches,the plan on how to make government functions transformation of Y area management committee is put forward.The government and enterprise governance,along with big data sharing platform and trial evaluation of business environment,is adopted to promote the transformation of government functions in Y,and the scheme is demonstrated.Finally,the paper proposes the measures for the transformation of government functions in Y area.Promoting the transformation of government functions requires the coordination among the government,the enterprises and all other sectors of society.This paper argues that Y PFTZ needs to take local situation into consideration and choose an appropriate governance model,an efficient way of collaboration,and best business environment to promote the transformation of government functions.
