With the rapid development of the Internet,new media has become an important means for the public to obtain information.Especially when public crisis events occur,the communication between local government and the public is largely dependent on new media,which forces local governments to constantly update and enhance the ability of crisis management,especially the ability of crisis communication.However,in reality,most local governments have a poor sense of communication in the face of public crisis events,and have no correct and clear understanding of the role of new media in public crisis events.The lack of experience and skills in crisis communication has led local government officials to make frequent mistakes in crisis communication,causing serious consequences.It not only damages the government credibility,but also affects the image of the local government.Therefore,in the face of the crisis communication dilemma brought by new media,how local governments should change their thinking,strengthen their own management,and make full use of the advantages of new media to obtain better crisis communication and improve the image of local governments is worthy of our in-depth exploration and research.The article has six parts.The first part is an introduction,which expounds thepurpose,significance,literature review and research methods.The second part is the concept definition and theoretical basis.It defines the public crisis,public crisis communication and new media concept,and expounds the theoretical basis of this article.The third part is the local government public crisis communication model,which analyzes the public crisis communication model in the traditional media background and the changes in the crisis communication model after the new media intervention.The forth part summarizes the dilemma of local government crisis communication under the background of new media.It analyses two cases--"Qing'an shooting incident" and "Shanghai Bund stampede incident",and expounds the causes of crisis communication dilemma.The fifth part is based on the analysis of the practical experience of crisis communication in New York,Tokyo and other countries to provide inspiration for local government crisis communication in China.Finally,it puts forward some countermeasures to improve the communication of local government crisis,including strengthening local government's own management,strengthening the use and supervision of new media,and strengthening the education management of the public.Through research and analysis,this paper finds that the intervention of new media has caused changes in the local government crisis communication model.This brings the dilemma of local government crisis communication under the background of new media.These dilemmas include that the new media as a new communication subject goes beyond the understanding of the government's traditional communication model,the new media as a new communication carrier highlights the lag of local government response,the mass information produced by the new media exceeds the local government information filtering capacity,and the information noise produced by the new media greatly increases the difficulty of the local government to guide the public,etc.One of the reasons for the dilemmas is Due to the deficiencies in the management of local governments,which play a dominant role in communication,such as the unclear concept of crisis communication,the lack of attention to new media in the existing crisis communication management system,and the lack of professional crisis communication institutions and communication personnel.Localgovernments lack effective supervision measures for new media,and lack of education for the public is also the reason.Through the analysis and reference,this paper hopes to explore how local governments can get out of the dilemma and constantly improve their crisis communication ability in the context of new media,so as to solve public crisis events faster and better.
