| Since the drastic changes in the Soviet Union and East Europe,the world socialist movement has fallen into a low valley.However,socialism does not “end”,has being forged ahead at a low ebb.In particular,at the beginning of 21 st century,the socialist momentum has development in regional.The Communist Party of Moldova in the former Soviet Union and Eastern Europe,the Progressive Party of Cyprus Working people in the European,the Communist Party of India(Marxism)? the United Communist Party of Nepal(Maoist)and the Communist Party of Nepal(United mariner)in South Asia,the Communist Party of South Africa in South Africa regional,take the parliamentary struggle,or a combination of parliamentary struggle and the armed struggle to achieve long-term ruling,or united in power.This article tries to analyze the ruling course of the above political parties,and then summarizes the ruling law of the Communist Party in the non socialist country after the drastic changes in the Soviet Union and East Europe.This article is divided into 5 parts in addition to the introduction.The first part mainly combed the process of ruling of the political party.It is divided into three stages: The first stage is mainly about the above political parties upstream,from1991 to 2001.The second stage focused on the steady growth of the political parties,from 2001 to 2008.The third stage is mainly about the continuous decline of the political parties,from 2009 until now.The second part mainly analyzes why these political parties can take power when socialism falls into a low valley.From five aspects of the background of the times,historical basis,realistic reasons,theoretical innovation and practical struggle,looking for answers.Promoting peace and seeking development in the world,the tradition and history of the socialist movement of the political parties,realistic factors about the harms of Neo liberalism and the failure of the right-wing political parties and the intensification of the fundamental contradictions of capitalism,A new understanding of socialism and capitalism,As well as parliamentary struggles,armed struggle.These factors contributed to the success of these parties.The third part briefly introduces the political strategy of the above political parties,and summarizes the similarities and differences.Developing economy,promotingpolitical democratization,protecting the interests of disadvantaged groups,developing education,medical and health services,and actively interacting with other communist parties are similarities between the above party's administrative strategies.Because of the difference between the party's situation and national conditions,the political strategy of the above political parties or focuses on the middle and lower classes of the people,or focuses on all-round development,or balances diplomatic exchanges,or repeated policies,or precise positioning.The fourth section briefly analyzes the reasons why these political parties have lost their ruling position.People's of socialism consciousness and political ideas are vague,the internal problems within the ruling coalition,as well as party building are facing many problems,the constant attack by the domestic opposition parties and the pressure exerted by the international forces all led to the failure of these political parties.The fifth part summarize the basic experience and important revelation of the political party's ruling and losing politics.The basic experience mainly includes insisting on the Marx doctrine guiding ideology,as well as the organic combination of the principle of principle and the flexibility of the strategy,pay more attention to the reform and transformation of the political party and correctly deal with the relationship between the united front and the independence.The important revelation includes a Correct Understanding of the Ruling of the Above-mentioned Political Parties,and a New Way for the Communist Party to Achieve. |
