Technical Collaborative Governance:Mechanism,Limitation And Recoverry

As an effective governance tool,ICT has the natural advantage of coordinating multi-sector and multi-behavior to carry out collective action.It has played an important role in solving problems such as inefficient public service and fragmentation of social governance,and has become a strategic choices for social governance innovation.Taking Quzhou City of Zhejiang Province as an example,this study establishes an analytical framework of technical collaborative governance based on the two theories of collaborative governance and technological governance,and analyzes the ways in which information and communication technologies change social governance and promote social structure and behavior.The study found that Quzhou City has fully utilized information and communication technology to establish “network + grid”: technical synergy between government and society,“online + offline”: technical synergy between government departments and “technical + The operating mechanism of the system 'cross-level technical synergy' has achieved remarkable results in improving the level of fineness of social governance,improving government service capabilities,and enhancing the ability of grassroots government resources to integrate.However,judging from the experience of Quzhou City,this kind of technical collaborative governance absorbs technology into the bureaucratic system,and more is a breakthrough in the working mechanism,not a system innovation in the true sense.In the course of practice,there have also been real problems and potential hidden dangers such as the improvement of government de-integration governance and administration,the imbalance and selective diversion of technological empowerment,the inertia of departmental inertia and bureaucratic inertia.In other words,in the technical collaborative governance system,the relationship between technology and system does not always complement each other,and there is an inherent tension.To overcome these shortcomings of technical collaborative governance,the key lies in empowering society and giving social mechanisms a fundamental role;returning to humanism,from technical collaborative governance to smart governance;internal conflicts between bureaucratic bureaucracy and information technology To achieve synergy between technology and systems.
