Research On Commercial Insurance Participation In Social Governance In Ningbo

Modern social governance of public services put forward higher request,the traditional functions of the government cannot fully meet the needs of citizens,so the government began to change in social function,seeking to diversification of public service supply mode.The report of the 19 th CPC national congress also clearly pointed out that we need to build a social governance structure featuring joint governance and Shared benefits,strengthen the social governance system,improve the social governance system featuring government responsibility,social coordination and public participation,enhance our ability to prevent and mitigate natural disasters and provide relief,and move the focus of social governance to the grassroots level.The economic and commercial insurance compensation mechanism,the core of risk management functions,such as by insurance institutions as a public service suppliers,on the one hand,played a risk insurance institutions to deal with the professional advantages of disaster prevention and mitigation,achieve accurate delivery of public services,on the other hand,the insurance cost with less to invest for large coverage,play the leverage of the capital,save the cost of the government.Yet insurance consciousness of the public is still insufficient,the government in the form of buying insurance,put in the public services,from direct government appointed community disaster management work,to the insurance institutions in advance,the whole process of defense and compensation approaches,secondary supply of public services,this is a sign of social governance maturity.The state council on August 10,2014 in the country is sent [2014] no.29 issued by the state council on accelerating the development of the several opinions of modern insurance services,stressed that to speed up the development of modern insurance services,make insurance the government,enterprises and residents,the basic means to risk management and wealth management has become an important channel,improve the level of security and quality become the government improve the public service,strengthening the effective tool of social control.In this thesis,the first part introduces the background,significance,literature review and research methods of this paper.The second part began to comb the connotation of the commercial insurance,origin and development in China,points out the basic function of commercial insurance as well as in the case of change of the pattern of social governance body,that the derivative function of commercial insurance is the social insurance and public service supply functions,points out that commercial insurance compared with the advantage of government social security,and puts forward the necessity of commercial insurance to participate in social management.The third part selected the typical cases of ningbo city government purchasing insurance,public catastrophe insurance to analyze the operation mechanism of commercial insurance participating in social governance and the secondary supply mode of public service.In the fourth part of the article,the paper analyzes the effectiveness of commercial insurance in social governance,innovates the social governance model,and strengthens the risk management system for disasters.The fifth part summarizes the shortcomings of the current commercial insurance participation in social governance,the top-level design is not perfect,and the synergy between the joint insurance bodies needs to be played.Finally,the sixth part emphasizes that improving the way in which commercial insurance participates in social governance begins with the promotion of the insurance industry itself and the coordinated management of the government.
