Since 21 century,the state of population aging,advanced aging,empty nest and disability in our city is becoming more and more serious,at the same time,the changes of family structure had caused the spillover and release of the family service function for the elder,the deep contradiction has formed in the huge and fast-growing social service needs for elder and the limited supply ability in the current.Faced with this problem,it is the inevitable choice to establish and improve the social service supply system for the old with adaptive in order to meet the social service needs of the aged and maintain the elderly pension rights in city.In this process,who is the suppler is the most important question for researchers and policy authorities.Discussion and results preference on this issue forms the different perceptions on the mode of social service supply for the old.In the social policy fields,"supply mode" is the generalization and understanding of the core elements and the typical characteristics of the social welfare supply system in a country or region The different supply modes produce the different policy system,and lead to different welfare effects.In a historical perspective,according to the different supply body,there are liberalism market mode,welfare state mode in the western social and the family--government mode in East Asia in the social service supply for the old in the world.Since the 1970s,with the welfare state crisis looming in western,the scholars criticize the questions of the welfare state supply mode,and constantly thinking of the new theory and new paradigm to guide the welfare policy changing at the same time,welfare pluralism is one of the influential theories produced in the process.Welfare pluralism breaks the dichotomy of welfare supplying by government or market,and constructs the multiple welfare supply structure including government,family,society and the market sector.As a policy analysis paradigm with practical,welfare pluralism means not only the welfare supply multi subject participation form,but also establishes the multiple collaborative and integrating technology paths in different bodies by participation,decentralization,independent,competition.The end of the 20 century,the welfare pluralism theory spread in China,it is suitable for the social welfare system reform and the policy oriented of "social welfare socialization" at that time.Based on practical needs,the multiple welfare supply mode becomes the construction goals of welfare system in China.Especially in the welfare supply field of social service for the old with diversity,hierarchy and change,welfare pluralism theory has the breakthrough and foresightedness.According to the policy analysis framework which is established by welfare pluralism,the paper uses the case study method,survey the realistic state of the social service supply for the old in Guangling District in Yangzhou city and the Gulou District in Nanjing city.The results showed that,it has formed the multi structure of supply bodies initially in the social service supply for the old in city in current,the function of family,government,non-profit organizations and market organization has showed.However,study the essence of supply structure in current deeply,and find that it is serious problems,including the imbalance of the responsibility in supply bodies,the responsibility avoid of the government,the inadequate welfare of services supply,the "for-profit" and "non competitive" orientation of nonprofit organization,and the lack of market participation as the supply body,etc.It makes the service supply stay only in the "quasi multiple" state with the formal different subject participation,and far distance to the "multiple" supply modes in real significance.To solve the current problems,and promote the development of the social service supply system for the old in city,it is necessary first to clear the ideal state of the"multiple" mode of social service for the old in city.According to the comprehensive consideration of the factors like as cultural tradition,the inertia of the system,political system,social structure and the reality needs in China,the multiple mode of service supply which is dominated by the government is the policy choice to adapt to the situation of our country.In the construction process of this model in the,it is the first need to establish the role consciousness and scope of liability of the government as a "leader",maintain the primary significance of the family organization as "the first supplier" for the elderly service,clarity the identity and nature of the non-profit organizations,and explore the participation channels of non-profit organizations and market organizations as the service "producer" and "transfer" in order to exert the advantage function.Construct the coordination mechanism of the government,the family,the society and the market.The significance of multi supply structure is promoting the transform from "quasi multiple" to "multiple" mode of social service supply for the old in city,it is the process of responsibility reconstruction and structural balance of the supply bodies.On the basis of social environment and social needs in china,the transformation of the social service supply mode for the old will be realized through the following ways:reconstruction the responsibility consciousness of the government,and strengthen its functions;define the identity and nature of the non-profit organizations,and promote its fitness and participation;development the family support policy,maintenance and stimulate domestic function;guide the consumer awareness and consumption ability,and construct the participation channels of market organization.
