The "luck" referred to in this article is by no means a superstitious or idealistic concept.The concept of "luck" in the social sciences has been in existence for a long time,such as "the ambiguity of luck" in Western political philosophy,and "moral luck" in ethics.Later,there are more series of concepts derived from it such as “cognitive luck”,“result luck” and “intrinsic luck”.The concept of "luck" studied in this paper is limited to the field of public management,especially the uncontrollable breakthrough in human cognition that is randomly generated in the rational process in the bureaucracy.This paper attempts to introduce the concept of public management from the Western Enlightenment with rational attributes.By combing the public management system,performance management and the development of contemporary public management,it shows that rationality has become a kind of consciousness after the Enlightenment.The "eternal truth" of morphological attributes.In the practice of public administration,there is no infinite rationality,just as there is no absolute truth.This article draws the small flaws hidden in the rational public management from the perspective of the bureaucracy system,selects whether the performance deviates from the expected specific public management matters as the research object of this paper,and takes the food supervision work as an example to analyze the data.Analyze and verify the negative effects of luck factors.Finally,corrective suggestions are proposed based on the deviation caused by luck.This paper will discuss the luck factors that deviate from the expected performance under the bureaucratic system through five parts.The first part is the introduction.The background and significance of this paper are proposed.First,briefly explain the nouns mentioned in the title.At the same time,it briefly introduces the research status and direction of scholars at home and abroad,and points out the research methods used in this paper.Finally,it focuses on the connotation of the core concept "luck" and explains the applicability of "luck" in public management.The second part introduces the performance goals of rational orientation under the bureaucracy.First of all,it explains the rational organization model of the bureaucracy system and the inheritance and development of the system in China.It is pointed out that public performance comes from the process of performance measurement and towards rationalization.Finally,the rational performance goal of the public sector is drawn,and this paper takes the food supervision work as an example for analysis.The third part introduces the performance and negative impact of performance deviation under the bureaucratic system.First,explain the source and basis of the paper data.Next,a panel data model was introduced to analyze whether performance data deviated from expectations and deviations.Finally,based on the data analysis,the conclusion of performance deviation is obtained and the negative impact of the deviation of food supervision performance from expectations is pointed out.The fourth part introduces the source of luck in the performance deviation under the bureaucracy.Firstly,it analyzes the factors that cause performance deviation under the bureaucratic system,and points out that luck is the fundamental cause and explains the reasons.Next,the causes of luck impact performance are analyzed in detail from three aspects: previous institutional design,external environment and personal temperament.Finally,it is pointed out that the luck factor under the bureaucratic system brings negative factors.The fifth part introduces the performance correction recommendations under the bureaucratic system.According to the three aspects of the luck factors that influence the performance of the three aspects pointed out in the fourth part,the corresponding correction suggestions are proposed.Finally,explain the current situation of the accountability storm and the fault-tolerant mechanism,and the government supports the members who dare to take responsibility.
