Research On The Process Management Of The Implementation Of The Reform Project Of The Administrative Examination And Approval System Of Guangxi Asean Economic Development Zone

The reform of the administrative examination and approval system is the key to implement to the streamlining administration and delegating powers and realizing transformation of the government functions.It is related to the modernization of the national governance system and governance capacity.It's a self-revolution of our country's government functional departments.It's a great significance to build service-oriented government.The reform of the administrative examination and approval system will inevitably involve the change of the power of government departments' structure and the adjustment of the government functions.Definitely it will touch the interests of some people or departments.Therefore,how to effectively resolve the bottlenecks and obstacles in the process of promoting the reform of the administrative examination and approval system has become a practical task to be urgently studied and solved in the implementation of the reform of the administrative examination and approval system.In this thesis,based on the theoretical perspective of project management,take the project management of the Guangxi ASEAN Economic Development Zone's reform of administrative examination and approval system as the research object,by applying theory of the whole process management of project,according to the logical path: ask questions-analysis problem – solve problem,to analyze the problems and obstacles of the reform of the administrative examination and approval system in Guangxi ASEAN Economic Development Zone.And then,propose countermeasures,to provide practical inspiration and theoretical direction of the Economic Development Zone's reform of the administrative examination and approval system's effective implementation.The whole thesis is divided into five chapters.The first chapter is the introduction,which mainly elaborates the background and significance of the implementation of Guangxi ASEAN Economic Development Zone's reform of the administrative examination and approval system,analyzes the trends of the reform process,practice and theoretical research of the government's administrative examination and approval system at home and abroad,and clarifies the purpose and significance of this paper.The second chapter is mainly to summarize and elaborate the core concepts and basic theories of project management involved in this thesis research,so as to construct the theoretical basis of this thesis research.The third chapter mainly on the basic of the clearing reform scope and objectives in Guangxi ASEAN Economic Development Zone's reform of the administrative examination and approval system,analyzethe interest demands of the object beneficial person,found out the problem and hindrance factor of the implementation process in Guangxi ASEAN Economic Development Zone's reform object of the administrative examination and approval system,so then provide basic for seeking effective countermeasures.The fourth chapter,based on the analysis results of the third chapter and the technical path of the whole process management of the project,puts forward the countermeasures to effectively promote the implementation of the reform project of Guangxi ASEAN Economic Development Zone's reform of the administrative examination and approval system through the five stages of starting,planning,executing,monitoring and ending.The fifth chapter is the conclusion,which mainly sorts out and summarizes the research findings and work effectiveness of the thesis,and also puts forward the future research prospects.
