| In 1949,Japan began to establish the social assistance law(which was called the Law of Life Protection in Japan).By 2019,Japan implemented the 70 year social assistance law,from the initial minimum living security system mainly for the relief of the people in absolute poverty after the war to the social assistance system mainly for the relief of the relatively poor people.The assistance system has undergone many adjustments in 70 years The development of the increasingly perfect relief system,internationally known as the most effective relief system for the poor,its success and failure lessons become the focus of this paper.Based on the analysis of the experience and lessons of 70 years' reform of Japan's social assistance system,this paper makes an in-depth analysis of various reform measures,as well as the contents related to assistance,evaluates the effect of the implementation of public assistance policies,and specifically explains the connotation of Japan's social assistance law,the contents of the core assistance and special assistance,and the assistance The thinking path of the adjustment and reform of the system content,especially the concrete measures of the aid policy of encouraging the recipients to stand on their own and self-help,and the system of non complaint,which make the social assistance law guarantee the poor people to get the lowest level of health and spiritual culture,and fully demonstrate the effectiveness of the social assistance system.At the same time,in view of the actual effect of Japan's social assistance and the different periods of its 70-year development,this paper makes a systematic analysis of the effect of Japan's social assistance system,and finds that three aspects of Japan's social assistance system,i.e.the integration of special assistance and institutional assistance,the stimulation of the recipient's self-reliance,and the supplement of the grievance system,constitute a social assistance law against China It can be used for reference. |
