Cross Sector Cooperation In Targeted Poverty Alleviation

Since the reform of the ministry system,the state has continuously promoted the comprehensive management and coordination of government affairs,emphasizing centralized and unified management,improving administrative efficiency and reducing administrative costs,so as to realize the modernization of national governance capacity and governance system.In this context,cross-department cooperation in China emerged,which emphasizes cross-department communication and cooperation among different policies and departments to achieve common goals,coordinate policies and optimize public services.In 2013,General Secretary Xi Jinping proposed the concept of targeted poverty alleviation for the first time during his inspection tour in western Hunan province.In 2014,the general office of the CPC central committee formulated the top-level design of the targeted poverty alleviation work model in a detailed plan,which promoted the specific implementation of "targeted poverty alleviation".As an important executor of targeted poverty alleviation,the inter-departmental cooperation of the government has become a poverty alleviation development model of the grass-roots government.However,cross-departmental cooperation at the grassroots level is faced with the problem of "fragmentation" of specialized division of labor,which leads to the lack of effective cross-departmental cooperation in targeted poverty alleviation.Then,how to reflect the operational effect and dilemma of inter-governmental cooperation in targeted poverty alleviation?Paper intends to analyze the inter-departmental cooperation existing literature,on the basis of sorting,based on the integrity of the government theory and collaborative governance theory,using the method of literature search,case method and depth interviews and other research methods,precise poverty alleviation policy in China under the background and the domestic and foreign government inter-agency cooperation practice,depth S poverty county in Shanxi Province as a typical case,and the field investigation and the precision of cross-department cooperation in poverty alleviation in-depth interviews with relevant staff.Through sorting out the research and interview contents,the mode and content of cross-department cooperation in S county were clarified,and the results of cross-department cooperation in S county were obtained.The problems and causes of cross-department cooperation in poverty alleviation were further discussed,and the optimized path of cross-department cooperation in targeted poverty alleviation was found.In the end,the paper concludes that,due to the imperfect inter-departmental organization and coordination mechanism,unclear division of tasks among departments,self-interest of collaborative departments,and imperfect supervision and assessment mechanism,etc.In the operation process of cross-departmental cooperation,there exists unclear division of responsibilities among departments,resulting in overlapping and overlapping responsibilities.To some extent,human,material and financial resources are wasted,which affects the effectiveness of targeted poverty alleviation work and makes the continuous power of follow-up assistance insufficient.Finally,combining the theoretical and practical basis,this paper puts forward ways to improve the cross-departmental cooperation mechanism of grassroots governments,such as strengthening the flexibility of departmental cooperation,fostering cross-departmental cooperation culture,clarifying leadership and coordination functions,building information resource sharing platform,and establishing multi-dimensional supervision and assessment system.
