China has always attached great importance to the construction of civic morality,but the increasing complexity of the social environment and the multiple interweaving of values make it difficult for civic ethics to exert effective regulation and control.The phenomenon of ethical anomie and ambiguity or even lack of moral concepts still exist in the field of civic ethics.In the context of the new era,there is a contradiction between people's growing need for a better moral life and inadequate supply of external motivation to meet this need,such as moral education and the rule of law,and citizen morality is integrated into the construction of the rule of law as the civic level content of socialist core values It is a great impetus to support citizens' moral construction.The integration of citizen's morality into the construction of the rule of law has its necessity and feasibility.Under the background of socialist market economy and economic globalization,the construction of citizens' morality of collectivist principles is impacted by multiple moral values.It is urgent to use the rule of law as a powerful means to consolidate citizens' moral consensus.It is necessary to integrate citizen's morality into the construction of rule of law.The complementarity of moral governance and legal governance and the maturity of moral legalization theories,together with the existing achievements of integrating socialist core values into the construction of the rule of law under the comprehensive strategy of governing the country according to law and successful experience abroad,make it possible for citizens to integrate morality into the construction of the rule of law.But there are practical problems with the integration of citizen morality into the rule of law.On the one hand,it is a problem that the moral construction of citizens is not compatible with the construction of the rule of law.For example,there are illegal elements in local moral standards,and the level of the connotation of the rule of law in civil moral education is not outstanding;On the other hand,the problem is that the way of ensuring the construction of citizens' morality by means of the rule of law is immature.For example,some civic ethics legislation is not operable,the lawenforcement methods involving civic ethics are too simple and crude,and judicial judgments are out of touch with civic ethics.These two aspects are the internal reasons for the conflict between morality and law,as well as the comprehensive reasons for the imperfect legislative demonstration system,the low awareness of the rule of law among citizens,and the insufficient ability of law enforcement and judicial subjects to balance their morals and law.The practical problems and causes of the integration of citizen morality into the construction of the rule of law can be solved from two levels: theoretical thinking and practical path.First of all,from the theoretical level,we should grasp the basic principles of the integration of citizen morality into the construction of the rule of law:take punishment of evil and promote goodness and unity of morality as the basic standard,take the improvement of the nation's rule of law awareness and moral consciousness as the goal,and focus on breakthroughs and overall promotion as the basic method Citizen moral education and standardizing the rule of law as the focus of construction,and then further standardize the content of construction from the perspective of the support of citizen moral construction for the rule of law and the protection of citizen moral construction with the rule of law,and finally put forward the practice of integrating citizen's morality into the rule of law for practical and specific issues Path: Refine the legislative scope of civic morality,use stratified civic moral education to improve citizens' awareness of the rule of law,standardize the rule of law to solve outstanding issues of citizen's morality,and optimize social governance as a whole to promote construction.
