With the deepening of economic system reform,housing began to be socialized and market-oriented,commercial housing gradually became the mainstream,real estate development enterprises,property service enterprises,owners,owners' committees and other multi-interest subjects on the historical stage.After 2007,the laws and regulations related to property management were promulgated and implemented successively,and the consciousness of citizen autonomy began to awaken.According to the concept of property management system design at the beginning,the owners who take over the banner of residential district management should select excellent leading team —— owners committee to manage their own district in order to maximize their own interests.But it backfired,which Many years later,in the national scope,the owners committee in the process of participating in residential community governance exposed a large number of complex,acute problems.Therefore,it is of great significance to study the problem of owner autonomy in residential district.Meishan City is one of the youngest prefecture-level cities in Sichuan Province.Although a series of property management related documents have been issued successively,there are still many contradictions and disputes in property management,and there are great risks of social stability.Based on the research methods of literature research,questionnaire survey,interview and field investigation,it is found that the problems of owners' autonomy in Meishan residential district are as follows: weak sense of owner's autonomy,low degree of participation,difficulty in establishing owner's self-government organization and low degree of satisfaction.The main cause of these problems is the proximity of urban dwellings The defamiliarization of the relationship,the inconsistency of the owner's interest demands,the imperfect laws and regulations,the unobstructed channels of owner's autonomy,and the slow transformation of the service-oriented government functions.It is found that by perfecting local legislation of property management,changing from government to guiding owner autonomy,setting up decision-making platform of public affairs for owners of residential district,establishing the regulation of owner autonomy management,and focusing on building the management mechanism of residential district led by party building,we can solve the problem of owner autonomy,improve the level of community governance and optimize community governance mechanism.The main contribution of this paper is to combine the local reality of Meishan,all the data are from the first line of investigation,the conclusion is in line with the local reality,and it is unique to take the party building to lead the autonomy of the owners of residential areas.Meishan is a new type of small prefecture-level city,but the problem of owner autonomy of residential district is a universal problem in the whole country.
