Research On The Problems Of Handling Suggestions From Deputies To The People's Congress

Suggestions,criticisms and opinions of deputies to people's congresses refer to the general term used by deputies to people's congresses to put forward proposals,point out shortcomings and errors in various aspects of their work and express their views when the people's congresses are in session or when they are not in session,it's often referred to as " Proposals by Deputies to People's Congresses ",and it has political nature,legal nature and the unity of power and responsibility.Tai'an City has always attached great importance to the handling of deputies' suggestions,setting up a platform for deputies to put forward suggestions,standardizing the handling of deputies' suggestions,improving the handling of deputies' suggestions,and implementing key supervision of deputies' suggestions,but there are still some problems,such as the poor quality of some deputies' suggestions,the inaccurate positioning of the work assigned by deputies,the weak implementation of some deputies' suggestions,and the bias in the evaluation of deputies' suggestions.The main reasons for these problems are the poor willingness of the subject to participate in the handling proposed by NPC deputies,the unreasonable structure of deputies to the people's congress,the weak job security suggested by deputies to the people's congress,and the lack of punishment mechanism proposed by deputies to the people's congress.Therefore,to strengthen and improve the deputies to the people's congress suggested that the handling work should be promoted from the following aspects: First,we should give full play to the dominant position of deputies to the people's congresses,optimize the structure of deputies to the people's congresses,and strengthen the self-improvement of deputies to the people's congresses.Second,to provide support and guarantee for the handling of suggestions by deputies to the people's congress,strengthen personnel training,broaden channels of knowledge and governance,strengthen financial support,and strengthen information construction;Third,we will improve the mechanism for handling suggestions made by deputies to the people's congresses,establish a pre-requisition mechanism for their assignment,improve the mechanism for review and comprehensive analysis,improve the communication and liaison mechanism among deputies to the people's congresses,standardize the mechanism for classified responses,and implement the mechanism for handling termination.Fourth,strengthen the rigid supervision over the handling of deputies' suggestions,establish an open system,improve the evaluation system,and improve the design of each link of the handling of deputies' suggestions,so as to promote the institutionalization,standardization and refinement of the handling of deputies' suggestions.
