On The Practice And Improvement Of The Government Power List System

The Third Plenum of the 18 th Central Committee of the CPC clearly stated that the power list of local governments as well as departments must be pressed ahead, power operation process must be disclosure on public according to law. Power list, which comes from administrative legality practice in Handan, thus rises to a national system construction level. Power list system aims to clarify the boundaries of government power, facilitate open and transparent operations of government power, streamline administration and delegate power, to form an effective power control mechanism and thus prevent corruption from the source, so as to promote the construction of legal system government, service government and clean government. As a new system, the power list system encounters many problems in the process of development, such as a fuzzy qualitative power list system, a lack of legal thinking and top-level designing, the unsound supervision and accountability mechanism. These problems ultimately affect the system’s power list implement.In this paper, in order to make the power list system play a better role in promoting transformation of government functions, facilitating the construction of legal system government and realizing the administrative simplification, the system construction of power list system was studied. Firstly, I introduced the basic content power list system to clear the concept, content and location of power list system. Secondly, I elaborated the theoretical basis of the power list system, because only adequate theoretical support system has the vigor and vitality. Then I set forth the current situation of the system power list in combination with practice, focusing on the conduct of Wuhan City power list system, analyzed and summarized the effects of the current power list system made and problems. Finally, it discusses the specific measures to improve government power list system from the following four aspects: the legal guarantee, top-level designing,dynamic adjustments and monitoring of accountability.
