Analysis On The Predicament And Countermeasures Of County-level Inspection Work Under The New Situation

Since the 18 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has attached great importance to the work of inspection,taking it as a strategic system arrangement of inner-party supervision and an important means of overall and strict administration of the party.Through a series of methods and measures,the work of inspection has been continuously strengthened and improved,and remarkable results have been achieved.In order to further promote the full coverage of inspection,expand the scope of inspection and supervision,and extend the inspection and supervision to the grass-roots level,the regulations on inspection work of the Communist Party of China clearly stipulates that "the city(prefecture,prefecture,League)and county(city,District,flag)committees of the party shall establish inspection system,establish inspection institutions,and conduct inspection and supervision on the party organizations under their management".To carry out the inspection work at the county level has filled in the blank of inspection and supervision at and below the county level,and opened up the "last kilometer" of overall and strict administration of the party.Taking the patrol work in a county as an example,this paper analyzes many problems and challenges faced by the patrol work in a county under the new situation that the administrative department of the discipline inspection and supervision organ has changed into the working organization of the county committee,and makes an in-depth study on the patrol work at the county level under the new situation.Based on the theory of inner-party supervision,the theory of power balance,the theory of coordinated governance and the theory of anti-corruption,this paper studies the patrol work at county level by means of literature research,investigation research and questionnaire survey.First of all,the concept definition and theoretical basis of inspection are combed.Secondly,it summarizes the current situation of county a's patrol work and analyzes the main methods of county a's patrol work.Thirdly,combined with the questionnaire survey and interview,the paper analyzes the difficulties of county a's patrol work,which mainly includes the imperfection of the patrol system itself,the great influence of the regional"human relationship society",the limitation of the way of patrol work,and the lack of measurement standards for the rectification results.Finally,combined with the reality of county a's patrol work,this paper puts forward some countermeasures and suggestions for improving the work of county level patrol,including improving the political position,improving the mechanism of patrol work,innovating the way and method of patrol,promoting the precise development of patrol,strengthening the construction of patrol team,providing patrol personnel guarantee,strengthening the responsibility,promoting the rectification of problems in place,making full use of the results of patrol and giving full play to the reality of patrol work Effect,etc.As the extension and supplement of the inspection,the inspection has realized the full coverage of the supervision of the party organizations at and below the county level.The system of city and county Patrol has just been established,and it is still in the stage of exploration and improvement.This paper studies the actual situation of a county patrol and puts forward countermeasures and suggestions,which can provide reference for improving the work of city and county patrol.
