Research On The Inner-Party Patrol Work System Of County-Level Units

As the ruling party, strengthening the construction of the Party and exercising self-discipline and being strict with its members is of great significance to China Communist Party, and will have a far-reaching impact. Strengthening the inner-party supervision is an important embodiment to fulfill the responsibility to manage and rule the Party. Patrol inspection system is an important institutional arrangement for the Inner-Party supervision, and its main functions are discovering the problem, forming a deterrent, and playing the "sword" role in the construction of the incorrupt Party conduct and anti-corruption battle. Patrol work is an approach to drawing lessons from Chinese ancient patrol supervision system and Inner-party inspection system by the Municipal Party Committee, the County Party Committee and Discipline Inspection Commission. It is to explore and practice the supervision and inspection of the grass-roots party organizations, especially the party members and cadres. The system has achieved initial success for several years working, but it is still not standardized and imperfect, and there are some problems and difficulties.Under the background of comprehensive strictly governing the Party, around the subject of inner-party supervision, this thesis is in the accordance with the logical sequence which is "research background and review--meaning, the theoretical and the practical basis--the development and operation--problems and causes--solutions to these problems". Review the history of patrol inspection, carding the background and process context, analyzing of the current situation of the inspection, dissecting through the specific inspection process, summarizing and confirming the results, discovering and revealing the problems, digging the reasons for the dilemma of the patrol work, especially the grassroots patrol work, putting forward the improving thought and countermeasures, in the hope of improving the patrol system, so that it can play a better role.This thesis will study the patrol work as a unique channel and way of inner-party supervision and point out that the special difficulties and dilemmas.Especially it is difficult to patrol, inspect, supervise and treat the units below the county. This thesis will reveal the reason in theory, that is:(1) From the view of the external environment and traditional cultural psychology, the unit below the county is still a "local China", where the society is still a "acquaintance society", the relationship between people and people is mostly "human relationship";(2)From the perspective of human nature, everyone is "economic man", "rational person", the inspectors and the inspection objects will pursue "the maximization of their own interests" in the processing of the inspection;(3)From the point of view of the political system and organizations, municipal and county-level especially county-level discipline inspection and supervision institutions are under dual leadership. The organization, finance, auditing and other departments participated in the inspection are directly under the leadership of the party committees and government at the same level, Inspection and supervision is difficult to detachment when they are patrolling the administrative area, so that they are easily interfered and hindered. Because of the deviation between cadre selection and appointment system and performance evaluation mechanism, it is difficult to solve the inspection problems. In order to truly realize the patrol observations, we must break through the imitation and application of inspection, improve the way and means, scientifically organize and implement, strengthen the construction of patrol teams, especially reform and improve the political system, and create a favorable political environment. Only in this way, the construction of the party can be truly going toward the track of democracy, science and the rule of law.
