Study On Supervision Proposal

Supervision proposal,that is,the supervision organ shall,in accordance with the results of supervision and investigation,within the scope authorized by the supervision law and regulations,give the relevant units and personnel to the supervision target of the work unit,the supervision target and the related problems in the execution of duties,to make recommendations with certain legal effects on matters within the scope of responsibility.On this basis,we need to explain the supervision proposal from different levels.The supervision proposal extends the supervision of "people" to the supervision of "things",which is helpful to solve the problem from the root cause and is an important system design for the reform of the national supervision system.However,the supervision proposal is still in the preliminary exploration stage,and there is still a certain deviation between the system design and practice,which needs to be further improved to ensure the standardized operation of the supervision proposal.Based on this,this article has conducted a systematic study of the supervision proposal,clarified the system design of the supervision proposal,pointed out the problems in the operation of the supervision proposal,and proposed corresponding solutions.This article is divided into four parts:The first part is an overview of the supervision proposal,explaining the general theoretical issues such as the concept,characteristics,nature,type,function of the supervision proposal,and discriminating the supervision proposal from the prosecution proposal and administrative supervision proposal in the perspective of the legal status and attributes of the supervision proposal.The second part is the elaboration of the current system design of the supervision proposal,which clarifies the subject,object,basis,content,procedures,guarantees and other issues of the supervision proposal,and provides the system basis and guarantee for the effective implementation of the supervision proposal.The third part is to elaborate the problems existing in the operation of the supervision proposal,through the exploration of the incomplete application scope of the supervision proposal,the irregular development procedures of the supervision proposal,the lack of targeted operation of the supervision proposal,the poor final implementation of the supervision proposal and the supervision target procedures and the lack of remedies and other related issues,a systematic analysis of the problems existing in the practice of supervision proposal.The fourth part is the elaboration of the operation recommendations of the supervision proposal,mainly from the scientific definition of the scope of application of the supervision proposal,the standardization of the procedures for the preparation and issuance of the supervision proposal,the enhancement of the relevance and operability of the supervision proposal,the strengthening of the effectiveness of the supervision proposal,and the construction of the supervision proposal opposition procedures The discussion with the relief mechanism and other aspects involves all links and the complete process from the issuance of supervision proposal to implementation.
