| Public libraries are representative public cultural institutions in China.Due to the long-term influence of China’s national conditions and the traditional unitary supply system,Beijing’s public libraries mainly rely on the government to provide public cultural services.The public’s public cultural needs are becoming diversified with the continuous development of the economy.In order to solve the contradiction between supply and demand of public library services,The government urgently needs to cooperate with other entities to improve the quality of supply.At present,the "government-society cooperation" of Beijing public libraries in providing public cultural services has some problems,such as shallow cooperation degree,narrow cooperation scope,thick administrative barriers,insufficient investment in cooperation funds,lack of cooperation partners’ ability to undertake,lack of cooperation professionals,etc.Based on the institutional collective action theory and the governance theory of the third sector,this paper constructs a logical theoretical framework for collective action of "government-society cooperation".Through investigation and visits to Tongzhou District Public Library,Xicheng District No.1 Public Library and Dongcheng District No.1 Public Library in Beijing,this paper focuses on the research on the model of "government-society cooperation" of Beijing public libraries under the ICA framework by using the logical theoretical framework for collective action of "government-society cooperation".This paper verifies and analyzes the key factors and logical relations of the formation of "government-society cooperation" and the influence of the key factors on the "government-society cooperation" mode,revealing that the generation of "government-society cooperation" behavior in Beijing public libraries is influenced by three key factors of "concept-benefit-system",promote and restrict each other,and jointly act on the whole process of "government-society cooperation" behavior.According to the sorting out of the problems mentioned above and the analysis and verification of cases,this paper puts forward the optimized path for the future "government-society cooperation" of Beijing public libraries to provide public cultural services from the three dimensions of normalization,branding and foresight,which provides reference for the development,application and optimization of the "government-society cooperation" mode of public libraries. |
