Abstract/Summary:
With the rapid development of the digital economy, heterogeneous human capital in the public sector is becoming more abundant, and organizations have higher requirements for the human capital stock owned by employees. The degree to which employee compensation levels are affected by different factors has also changed. In recent years,China’s public sector has carried out many salary system reforms, and the salary structure and salary system are also constantly improving. However, the degree of adaptation of the compensation system to the new environment is not very ideal, and there are gradually emerging issues such as low salary incentives, lack of fairness in salary distribution, and unreasonable salary differences.Ensuring a scientific and reasonable salary level in the public sector is not only related to the personal well-being of employees, but also related to the effectiveness of national governance and social harmony and stability. In this context, this article takes public sector employees as the research object, uses bibliometric methods to draw a keyword co-occurrence map,in-depth grasp of domestic and foreign research priorities, and combines linear regression and quantile regression methods, using CSS data from 2013 to 2019,based on the Internet environment,to empirically test the influencing factors of employee compensation levels in China’s public sector. The empirical results show that: The factors influencing the salary level of public sector employees include gender,Internet ability, educational level, marital status, registered residence registration location, management position, skill training, and working years; The gender pay gap caused by gender discrimination is very serious, but gender discrimination has been weakened in highly educated groups;Salary distribution in the public sector is influenced by fixed factors such as educational background;Marriage will reduce the salary level of middle and high income groups, highly educated groups, and female employee groups. The higher the salary level, the higher the educational level, and the greater the degree of resistance of marriage to the improvement of salary level; There are urban-rural differences in salary distribution in the public sector. On this basis, this article further explore the underlying causes of these problems and propose targeted recommendations to eliminate gender discrimination, break educational barriers, narrow the urban-rural salary gap,and assist employees in alleviating marital pressure, with a view to eliminating unreasonable salary differences in the public sector and promoting equitable distribution.
