As a great power in South Asia,India has long been suffering from hybrid threats ranging from domestic terrorism originated in multiple social and historical conflicts to international terrorism dominated by “Jihad”,which poses a rather severe situation.In lack of an effective counter-terrorism regime,India has been frequently under attack and experienced trauma as “the 2008 Mumbai Terror Attack”.In recent years,the government of India has been pushing forward counter-terrorism measures mainly from aspects of decision-making,intelligence,capacity building and international cooperation,in order to enhancing its counter-terrorism regime.While,constrained by its domestic political ecology and Indo-Pak relations,the regime has been quite flawed and ineffective in counter-terror operations.Meanwhile,within the international and the regional strategic context,India is actively constructing itself as the “South Asia region dominator” and an “international order shaper” by means of regional and international counter-terrorism cooperation.In light of the nation's severe terrorism situation and counter-terror dilemma,the thesis analyzes the condition and main characteristics of India's counter-terrorism regime from aspects of its counter-terror decision-making,counter-terror intelligence,counter-terror capacity as well as its counterterroism cooperation.In consideration of the influential factors on the regime,the thesis puts forward India's domestic political ecology,international and regional strategic context,as well as Indo-Pak relations.The thesis also explores deficiencies of the counter-terrorism regime through an analysis from lessons of two typical terror attacks in its history — “Terror Attack on Indian Parliament” and “the Mumbai Serial Terror Attack” from operational perspective.Furthermore,the thesis reviews the improvements and drawbacks of India's counter-terrorism regime,in hope of providing an enlightment for counter-terrorism regime construction and proper counter-terrorism strategy of China.
