Suzhou,an ancient city with "small bridge,flowing water and household",has gradually developed into a multi-dimensional city where the elements of ancient and modern times mingle and coexist together against the context of the rapid development brought about by the reform and opening up.It has also become an immigrant city where the floating population is close to the local population.Especially after Suzhou Industrial Park becomes the Suzhou region of China(Jiangsu)Pilot Free Trade Zone,more development opportunities will attract more not-local talents to settle down here.People in modern Suzhou have contributed to the economic and social development of Suzhou through hard work and have also brought more vitality to the city.With the increase of migrant workers and the rise of house price and rent charge,group rent housing has become a new type of living form for migrant workers to ensure their living needs and save personal expenses.Due to the poor hardware environment of group rental housing and the difference in living habits of rental personnel,the conflict between these two groups is increasingly fierce.The problem of "group rental housing" has increasingly become an important social problem in community governance.If it is not faced in time and effective and there are not long-term measures to resolve it,it is likely to affect the safety and harmony of the administrative region.This paper compares the research results of domestic and foreign scholars on group rental management from four aspects: law,economy,institution and society,and adopts the theories of community governance and public management,combined with the methods of literature research,case analysis,interview research,questionnaire survey and so on,to study the long-term supervision of group rental housing by the D Community Working Committee.Starting from the achievements,existing problems and causes of the long-term supervision of the D Community Working Committee rental housing,this paper studies and explores the countermeasures to improve the long-term supervision of group rental housing of the D Community Working Committee,and puts forward six suggestions,including improving the multi-subject participation of the rental housing management service stations under grid management,improving the internal and external coordination mechanisms between regulatory agencies,innovating publicity and education forms to guide diversified subjects to participate actively,unifying regulatory standards to improve the implementation of disciplinary measures,using laws and regulations as the criterion to maintain a good lease relationship,and strengthening the continuity of long-term supervision of rental housing based on "Internet+" technology.This paper strives to explore a feasible new way for the Community Working Committee and the grass-root government agencies at similar level as the Community Working Committee.As a new grass-root management organization in Suzhou Industrial Park's China-Singapore Cooperation Zone,the Community Working Committee has little difference from the traditional township(street)work responsibilities,but there are still big differences in internal department setting,staffing,law enforcement and other aspects.Therefore,the Community Working Committee can do well in the long-term supervision of group renting only if it gets rid of the status quo of doing on its own.In terms of working mechanism,it is necessary to improve the coordination mechanism between the Community work committee and departments,between the Community Working Committee and the community,and between the communities,so as to form a strong working force and strengthen supervision.In publicity,in addition to strengthening the training and guidance of staff,it is also necessary to strengthen the publicity and guidance of residents and all parties involved in group renting,so that the whole society will not only know what the long-term supervision of group renting is,but also know how to do.In community governance,the Community Working Committee should make full use of the grid management concept of multi-subject participation,weave a large network including various departments and units in the supervision of group renting,and guide community organizations and other community forces to engage together.At the same time,the binding role of laws and regulations should be given full play.On the one hand,the publicity of laws and regulations through community legal advisers should be strengthened.On the other hand,we disciplinary measures on violations in accordance with relevant regulations should be imposed strictly.In addition,long-term supervision should keep pace with the times and realize long-term remote and real-time and online supervision of group renting in combination with emerging "Internet +" and "Internet of Things" technologies.
