Research On The Settlement Of Social Conflicts In Rural Demolition From The Perspective Of Social Capital—

The report of the 19 th CPC National Congress proposed "strengthening the construction of a mechanism for preventing and resolving social contradictions,correctly handling contradictions among the people,and creating a social governance pattern of jointly building,co-governing and sharing".In the process of rural urbanization,demolition is an important step to reshape the rural landscape.At present,rural areas have experienced or are undergoing large-scale demolition.All kinds of contradictions and conflicts in the process of demolition reflect the existing problems of rural governance in China.It is of great significance to study the causes of the emergence and further development of social conflicts in rural demolition.Therefore,this study attempts to find out the dilemma of rural governance through the process of demolition conflict.The existence of conflict in land requisition and removal is actually a general phenomenon,but the trend of conflict is often not similar,so this paper tries to explain why the effect of conflict management is different through case study.In the past decades of follow-up of the difference in the political development of the north andsouth of Italy,Putnam found that the difference in the political development of democracy was mainly due to the difference in the stock of social capital.The social capital is sufficient,and the local social governance system has a high performance and the society can operate effectively.The conclusion is also applicable to the difference of the effectiveness of the conflict management.The trend of the conflict is related to the effectiveness of the social governance.The improper management of the conflict will lead to the escalation of the conflict,and the effectiveness of the conflict management is closely related to the local social capital stock.The logical thinking and structure of this paper are as follows: The good operation of the society is due to the existence of social capital,and the social capital plays an important role in the effective governance of the social conflict,mainly from the three aspects of the construction of the psychological identity,the cooperation order and the interaction of the multiple subjects.This paper is mainly divided into three parts: firstly,the paper presents the incident of the demolition conflict in Shanghu village,mainly from three stages: the latent phase,the conflict stage and the conflict development stage,which show the outbreak process of the conflict.Then,through the analysis of the three elements of social capital,this paper analyzes the reasons why the demolition conflict in Shanghu village has not been effectively managed,mainly from the three angles of trust,norm and network to analyze the impact of the insufficient stock of social capital on social governance.Finally,under the framework of social capital theory,the countermeasures to resolve the social conflict of rural demolition are put forward.The main conclusion of this paper is that the level of social capital stock determines whether the conflict can be resolved effectively,and the main reason for the frequent social conflicts of rural demolition is that the stock of social capital is insufficient.The reasons for the frequent conflicts of land expropriation and removal in rural areas are the lack of norms,the lack of trust under the temptation of interests and the absence of interactive networks among multiple subjects.Therefore,thispaper puts forward an effective way to resolve the conflict of demolition from three dimensions: norm,trust and network.The normative dimension is to strengthen the social norm consciousness to restrain the behavior,including strengthening the psychological binding force of the informal system and strengthening the supply of the formal system.The trust dimension is to strengthen the cooperative governance among the main bodies by fostering social trust,including the trust between the villagers,the trust between the government and the villagers,and the trust between the social organizations and the villagers.The network dimension is to enhance the communication,and promote conflict resolution by constructing the multi-agent interactive network.
