Research On The Problems And Countermeasures Of Rural Land Acquisition And Demolition In Qingzhou Economic Development Zone, Shandong Province

With the rapid development of China's economy,a large range of construction land is needed,and it is inevitable that a lot of agricultural land will be transformed into construction land.And expropriation of rural land is a complicated problem,land involved farmers' vital interests,deal with problems will be demolished and relocated on requisitioned land intensified contradictions,affecting the relationship between masses.At the present stage,China's relevant legal provisions,such as the Land Management Law of the People's Republic of China and the Regulations on the Expropriation and Compensation of Houses on State-owned Land,are lagging behind to a certain extent,which affects the standardization and fairness of land expropriation and demolition,causing some problems and contradictions in land expropriation and demolition in various places.This paper selects the village of land expropriation and demolition in Qingzhou Economic Development Zone of Shandong Province for investigation and analysis.The behavior of land expropriation and demolition in this area has appeared all kinds of contradictions and problems since 2007,and these problems have certain universality in the behavior of land expropriation and demolition.In qingzhou economic development zone land demolition work does not reach the designated position,laws and regulations to carry out the government's work does not reach the designated position,the requisition process have drawbacks,farmer social security not comprehensive,etc.,it is our country basic unit government role too much,from set out actually,humanist embodiment of contradiction.In this paper,through literature analysis,questionnaire investigation,interview and so on,to have investigated the current situation of the qingzhou economic development zone of the requisition,analyzes the problems existing in the development zone administration work in the requisition,the requisition of advanced experience at home and abroad for reference,put forward to resolve economic development zone,part of the requisition contradiction method,For other areas to improve the working process of the requisition help dissolve the requisition of adversity.First,improve the existing demolition system,strictly observe the public welfare purpose of land expropriation demolition,improve the compensation standard of land expropriation demolition,protect the procedural justice of land expropriation demolition work,do a good job in advance planning and overall planning before land expropriation demolition,ensure that land expropriation demolition work can advance in an orderly way.Second,the follow-up guarantee measures of land expropriation and demolition should be innovated,and the resettlement system of farmers whose land is expropriated and demolished should be innovated.At the same time,the education,medical treatment and social security of farmers whose land is expropriated and demolished should be guaranteed,so that the living standard of farmers whose land is expropriated and demolished will not decline.Third,we will transform the way the government works.Set up a special land requisition and demolition team,carefully straightened out the work process,improved the allocation of staff,established a complete performance appraisal mechanism,and stimulated the staff's entrepreneurial spirit.The purpose of land expropriation and demolition is to enable farmers to live a good life and enjoy the dividends brought by development.Therefore,it is necessary to broaden the channels for the masses to reflect the problems,actively absorb the opinions and suggestions of farmers,and modify the land expropriation and demolition plan so that farmers can truly obtain the right to participate and have a voice,and become the owners of their own land.
