There are a variety of interest contradictions and social conflicts in the process ofurban demolition for a long time. As one of the concerned parties in socialcontradictions and conflicts,citizens, who try to preserve their rights while theirproperties such as the house or land are under damage, are often regarded as animportant source of these social conflict by government, which gives rise togovernments suppression in dealing with these cases. This intensifies the seriousness ofthe social conflicts.The contradictions and conflicts caused in city demolition andreflect the confusion of public interest.The Government of Changzhou is facing the similar plight that most cities mayexperience in the process of urbanization and development. These socialconflictcasesare tests to the local government policy capacity and governance capacity. This papertakes Changzhou as a target to explore how the social conflicts happen in urbandemolition, and explains the meaning of the conflicts to the public and individualinterests, as well as discusses how to realize the citizens behavior within public interestand social conflict framework.This paper defines and explains some of the core concepts, such as: public interest,social conflicts, civil petition, and then cites the relevant theories to provide thenecessary theoretical basis in analyzing the case in Changzhou, including publicinteresttheory, social conflict theory, and public policy theory about rights. As a casestudy, this paper describes the actual situation in the acquisition and demolition inChangzhou, and puts forward some countermeasures and suggestions from theimplementation of good governance and the public interest.
