Only in the past 10 years,there are more than 3000 articles related to environmental group events.As a hot topic in the field of public security,many scholars have been studying it from the angles of law,sociology,political science,communication and so on for a long time.It is difficult to study environmental group events because of their uncertainty,reciprocity and local characteristics,and it is mainly because of the sensitivity of group events and the difficulty of collecting reliable data.The traditional local government often presents pressure and compromise in dealing with environmental group events,but these actions often accumulate contradictions and lead to the final outbreak.Now the local government has realized this and more inclined to adopt a negotiable approach.In the way of early intervention and active guidance,the government authorize people to participate in environmental issues,and reduce or avoid the occurrence of environmental group events.This paper attempts to explore the use of consultative grass-roots government,and explore the countermeasure for environmental group events through the transformation of governance mode.This paper starts from the microscopic level,and selects "Jinshan PX Incident” and " Qidong Incident” two cases which have the comparative significance in recent years.The author uses the case analysis and the contrast research method,combining with the existing achievements and experiencesof participatory governance in China,and the analysis of the governance problems at the grass-roots level,to analyze the effectiveness of participatory governance in resolving conflicts during the creation period of environmental group events,and to put forward corresponding policy recommendations.It aims to find an implementable participatory governance model for the present stage,and to put forward a theoretical framework on how to effectively govern environmental group events by local governments.
