The collective action caused by environmental problems has two kinds of forms in thepresent stage of our country. The first one is based on maintenance of basic living rights,while the second one based on man’s recognition of political and democratic rights for justicein environmental resources distribution. The former is the focus of our discussion on thissubject in this paper.The introduction includes the following aspects such as research background, researchideas and research methods, and then there is a review on the related research both at homeand abroad.The text is divided into five parts:In the first part, the core concepts and related theories are introduced. The collectiveaction caused by environmental problems is the core object of this study, so it’s necessary toanalysis its connotation, characteristics and types. An analytical framework is also constructedin this part.From the second part to the fifth part, two key issues are discussed. One is the analysisof necessity in terms of forward-back control in collective action caused by environmentalproblems; and the other is the analysis of feasibility. Risk is the key intermediate variable inthe process of environmental pollution problem transforming into collective action, and it’sthe foothold of designing on forward-back control mechanism, too. In order to understandthese two key issues, firstly, we should have a comprehensive discussion on the currentsituation. The following step is to analysis the predicament in governance. Finally, theforward-back control mechanism is designed to seek for a resolution to the collective actionbased on risk management theory.In this paper, the largest attempt is that the collective action caused by environmentalproblems is regarded as a gradual process of transformation from environmental problems tocollective action, and in which the concept of risk plays a very important part. Riskmanagement is the foundation of forward-back control mechanism.
