Study On The Function Of Discipline Inspection And Supervision Accredited Institutions By Ningxia Region In The New Period

Since the 18 th National Congress of the Communist Party of China(CPC),the building of party conduct,clean government and anti-corruption has been pushed to an unprecedented height.Accredited supervision is an important form of top-down supervision and an important part of the self-supervision system of the party and the country.Since the new era,the CPC Central Committee with comrade xi jinping as the core has been exploring how to solve the "goldbach conjecture" of self-supervision of the country's governance under the condition of long-term governance,attaching great importance to the construction of accredited institutions for discipline inspection and supervision,and making efforts to play the role of accredited supervision.The 19 th National Congress of the Communist Party of China(CPC)proposed the establishment of a "four-in-one" supervision system covering discipline supervision,supervision,inspection and Posting.Complete coverage of disciplinary inspection and supervision stationed institutions reform over the past two years,achieved result,changed the past accredited institutions attached to become in the trend of internal institutions,the department in organization management and working mechanism is not sound,fulfill their duties of supervision and the lack of means,to strengthen construction of cadres itself problem always restricts the stationed disciplinary inspection and supervision organization to better play to the supervisory functions.It is of great theoretical and practical significance to strengthen the research on the functions of the institutions accredited to discipline inspection and supervision,to perfect the accredited supervision system,to perfect the working mechanism of accredited supervision institutions,and to adapt to the new situation,new tasks and new requirements of comprehensively governing the party with strict discipline.In this context,this paper about the disciplinary inspection and supervision stationed institutions at home and abroad has carried on the induction summary related research results,provide theory support for the research and experience for reference,according to the theory of principal-agent theory,the inner-party supervision and vertical management theory and a series of public management theory as the instruction,through questionnaire survey,interviews,and case analysis and other research methods,based onthe analysis of the ningxia hui autonomous region level of the party and state organs in supervision mechanism on the basis of the status quo,to the ningxia hui autonomous region discipline supervisor committee in M disciplinary watchdog group as an example,the analysis and study the problems existing in the supervision and enforcement and the reason,This paper summarizes the restriction factors such as insufficient ideological understanding,imperfect system and mechanism,insufficient supervision and discipline enforcement ability,and imperfect self-construction.From the perspective of strengthening the supervision and discipline enforcement function,this paper puts forward feasible countermeasures and Suggestions for the discipline inspection and supervision accredited institutions in ningxia to better play their functions by straightening out the working relationship,deepening the system reform,improving the quality and efficiency of supervision and strengthening their own construction.
