Study On The Countermeasures For Reform Of The Accredited Institutions Of Discipline Inspection And Supervision In Bayuquan District Of Yingkou City

The Communist Party of China Commission for Discipline Inspection is an intra-party supervision body with Chinese characteristics.The State Supervision Commission is a state inspection agency.The above two are collectively referred to as the Commission for Discipline Inspection.The discipline inspection and supervision organ is responsible for the performance of all party members and personnel working for the state administrative organs,and implements supervision.In principle,it is a set of work team,and at the same time it has hang "two brands",which is an important part of China's anti-corruption system and special power.Discipline inspection and supervision agencies are the core components of China's supervision system,and play an indispensable role in the work of building a clean and honest government and fighting corruption in China.Since its inception,the discipline inspection and supervision organization has experienced a process of continuous reform and improvement.Although there have been major setbacks during the period,it has always insisted on supervising and restricting the party's internal power and the exercise of public authority by its special status and special methods.Since the 18th National Congress of the Communist Party of China,the leading group of the Party Central Committee with Comrade Xi Jinping as the core has put forward new requirements for the comprehensive management of the party,the party's work style and clean government,and the anti-corruption struggle under the new situation.The Third Plenary Session of the 18th CPC Central Committee clearly pointed out that the reform of the discipline inspection and supervision institutions should be deepened,and the discipline inspection and supervision institutions should be uniformly managed.The stationed agencies should be responsible for the discipline inspection and supervision institutions.After the 19th National Congress,the Party Central Committee made an important deployment to deepen the reform of the state supervision system.The reform of the discipline inspection and supervision organization was an important part of the reform,and it also began a new round of reform and improvement.In recent years,the central,provincial,municipal,and county-level discipline inspection and supervision systems have done a lot of practice and exploration in role.Therefore,the promotion of the reform of the discipline inspection and supervision organization in the Bayuquan District of Yingkou City is an urgent problem that needs to be faced.Starting from the purpose and significance of the topic,this paper uses the literature analysis method,the comparative research method,and visiting research methods,from the perspective of "raising,analyzing and solving problems".The reform study analyzes the problems existing in the reform for Accredited Institutions of Bayuquan District in Yingkou City as an example,and draws on the advanced reform experience in other parts of the country to propose solutions to existing problems,and proposes countermeasures and suggestions to further improve the reform of the discipline inspection and supervision institutions in the Bayuquan District of Yingkou City,and makes theoretical research and practical discussion on the issues related to the reform of the accredited institutions in Bayuquan District of Yingkou City.The reform of the discipline inspection and supervision organization in the Bayuquan District of Yingkou City is mainly to solve the problem of "full coverage" of the stationed institutions.The purpose of the reform is to give full play to the "advantages" and the"authority" of the stationed institutions,so that the stationed institutions can become the inner-party supervision,the state-monitored sword and the gatekeeper who holds the power cage.The paper is divided into five parts:first,it explains the related concepts of the Communist Party of China Commission for Discipline Inspection,the State Supervision Commission,the discipline inspection and supervision agency,and briefly describes the relevant theories involved in the reform of the resident organization.The second is to review the status quo and achievements of the reform of the discipline inspection and supervision agencies in the Bayuquan District of Yingkou City.The third is to explain the problems existing in the discipline inspection and supervision agency of the Bayuquan District of Yingkou City and analyze the reasons for its existence.The fourth is to summarize the practical results of the reform of the disciplinary inspection and supervision agencies in other parts of the country,and find out the specific plans for the reform of the discipline inspection and supervision agencies in the Bayuquan District of Yingkou City.Fifth,in combination with the actual work of the reform of the discipline inspection and supervision organization in the Bayuquan District stage of reform,and there is still no relevant experience.This article takes the reform of the Yingkou Bayu District as an example,and creatively puts forward two viewpoints.The first is to implement unified management of county-level stationed agencies,and use a combination of qualitative and quantitative methods to promote the better performance of the resident agencies,changing the predicament of "unwilling to supervise and dare to supervise",and solve problems in the past,eliminating the phenomenon of "zero discipline,zero accountability" throughout the year.The second is to quantify the assessment criteria,and propose clear rules and regulations for the selection and appointment of personnel in the stationed agencies,rotation exchanges,and treatment guarantees,thereby enhancing the sense of belonging of the personnel stationed in the organization,and thus improving the supervision effect of the stationed institutions.These two aspects may provide some reference for other disciplines in the future.However,there are still many shortcomings in the research on the reform of the stationed inspection and supervision agencies,which need to be deepened and improved in the future work.
