Research On The Linkage Mechanism Of The People's Mediation In Quanzhou

People's mediation,as a legal system,is an alternative way of settling disputes and disputes.It has become an important part of the Democratic autonomy at the grassroots level as stipulated in China's Constitution and has a fundamental position in safeguarding social stability.It has been hailed by the international community as "Eastern Experience" and "Oriental Flower." Since the people's mediation law was enacted in 2010,the people's mediation work has made great progress.In the continuous practice and exploration throughout the country,many valuable work experiences have been accumulated and remarkable social results have been achieved.Quanzhou people's mediation work has developed steadily,but there are still some difficulties and problems in the process of development,which need to be further solved and improved.This paper makes some research on improving the linkage mechanism of people's mediation in quanzhou through the methods of investigation and evidence,literature research,comparative research and interview.Firstly,this paper expounds the research background,research significance and related concepts.Secondly,it describes in detail the overall development of the people's mediation work in Quanzhou and the implementation of the joint work of people's mediation,including the mode of linkage and the operation of the linkage mechanism.It points out that the existing mechanism of linkage work is not working well,the mechanism guarantee is not perfect,and the people's mediation cognition is not high,and the causes of the problem are analyzed.Then,refer to the mature or innovative practical experience in the country.Put forward the suggestion of improving the people's mediation linkage in Quanzhou: First,improve the people's mediation awareness by establishing the concept of people's mediation participation in social governance,strengthening the professional authority of people's mediation,and strengthening people's mediation and propaganda;The second is to ensure the linkage mechanism from three aspects: optimizing the team of mediators,improving the network organization system,and strengthening the funding guarantee measures.Third,we will strengthen the linkage of mediation in the four areas of leadership and management system,division of functions,assessment and management methods,mediation procedures,and standardization of documents,so as to promote the effective implementation of the linkage between social governance and people's mediation in Quanzhou.It is true that the contradictions and disputes are resolved at the first line to create a harmonious and stable social environment.
