With the growth of import and export trade,the inspection and quarantine business is developing rapidly,and scientific and effective management methods are urgently needed to regulate its operation.Performance management plays a role in leveraging and guiding the sustainable development of the Inspection and Quarantine Department.Implementing performance management is of vital importance in transformation of government functions,as well as improving government execution and credibility,and which is also an objective need for the development of inspection and quarantine functions in the following institutional reform.The performance management of the Inspection and Quarantine Bureau is of vital importance in promoting the function of “strengthening quality,ensuring safety,promoting development,and strengthening quality inspection” and better safeguarding national security.This paper discusses the issue of what is performance management of Taizhou Inspection and Quarantine Administration.Personal performance and organizational performance are component parts of the performance management practice.Performance management is a formal management activity based on organizational strategy to manage the various elements of the goal realization process.In view of the performance management practice of Taizhou Inspection and Quarantine Bureau,this paper answers the status quo of the performance management of the Inspection and Quarantine Bureau.Due to the influence of traditional administrative culture,the characteristics of administrative organs,many problems emerge,such as obsolete consciousness,rigidly unified indicators,incomplete system design,and insufficient results application,which hinders the sustainable development of the performance management and the fulfillment of duties of the Inspection and Quarantine Department.This paper takes the Inspection and Quarantine Bureau performance management work as the research object,and discusses the path of “how to do” in the face of performance management.Relying on the actual situation of the performance management work of Taizhou Inspection and Quarantine Bureau,relying on the objective management theory,360-degree assessment theory,etc.,through questionnaires and individual interviews and other empirical research methods,comprehensively analyze the implementation of all aspects of the performance management of inspection and quarantine system,starting from the improvement of performance management concept,the construction of performance culture,the improvement of indicator system,the strengthening of the whole process management,the application of performance appraisal results,etc.,propose solutions to problems and promote the deepening of the meaning of performance management to form a scientific performance management thinking,promote the enhancement of law enforcement,improve service capabilities,strengthen the construction of human resources team,enhance the overall quality of the team,provide new ideas for new departments to perform new duties and tasks after the reform,and gather new kinetic energy.
