With the continuous development of the times,the functions of the public sector have undergone earth-shaking changes.The public sector must make rapid changes to the changes in the external environment,while focusing on service-oriented functions to meet the increasing public service needs of the people and society.The lack of competition mechanisms and incentives has led to the low quality of public services provided by the public sector.The need to improve efficiency and management of the public sector has pushed forward the study and development of performance management in public sector.In the historical context of realizing the entire national governance system and governance capacity,how to effectively improve the efficiency of the public sector and optimize the mechanism for public sector production and supply of public services has become an urgent issue for public sector reform.As the national security guards,the inspection and quarantine institutions have been constantly facing new opportunities and challenges.It is vital for the development of the inspection and quarantine institutions to transform functions,strengthen performance management,and improve the efficiency of inspection and quarantine.The performance management of inspection and quarantine institutions has been carried out for many years,and has achieved remarkable results and accumulated rich practical experience,but there are still many problems to be solved.This paper uses the empirical research method and case analysis method to construct a performance appraisal incentive model based on the contribution of indicators,and conducts an empirical analysis of the performance appraisal of the inspection and quarantine departments in Shenzhen.The main framework of this paper is as follows: The first chapter is the introduction,the research background and research significance of this paper is put forward,the first chapter also gives an overall review of the relevant research conducted by domestic and overseas scholars,and states the research method this paper adopts.The second chapter is about defining core concepts such as public sector,performance management and performance appraisal,and giving an introduction on related theories such as target management,balance integration method and analytic hierarchy theory.The third chapter is about the application of performance management in inspection and quarantine departments,and the problems and difficulties these departments are facing in conducting performance management.The fourth chapter is about the design of performance appraisal model based on contribution of indicators,giving an introduction on the model framework,indicator model and overall design.The fifth chapter conducts empirical analysis on the performance appraisal of Wenjindu Inspection and Quarantine Bureau based on the contribution of indicators.The sixth chapter is about research conclusions and suggestions,pointing out the key problems this paper addresses and the fields it can be applied to.There're 4 suggestions being put forward: changing the mindset of performance management of public sectors,setting up scientific appraisal indictors,improving communications and exchanges,and giving full incentives in applying performance management.This paper aims at conducting an in-depth research on performance appraisal in public sectors and pushing forward the application of appraisal methods based on contribution of the indicators.Practically,it can provide references for public sector in managing performance,improve the managerial proficiency and efficiency,and facilitate public sectors to provide first-rate public service and products.
