| Education plays an important role for the future development of a country.In the national education system,vocational education possesses an important part of national education.Vocational education is reallycrucial for fostering school-agedteenagers in society.It is also an important base for improving the re-employment of school-age youth in an all-round way and cultivating youth operation and application skills.It has an irreplaceable role in the training of craftsmen in great countries.Vocational education can reflect a country’s comprehensive national strength to a certain extent and is a key part of national construction.The government’s support for vocational education involves policy decision-making,top-level design,etc.The relevant government departments should scientifically invest human and material resources according to the actual situation of vocational education in the region to build a sound vocational education system.In terms of vocational education,the government’s policy guidelines are very important.However,the central government’s policy formulation often has problems that are not specific in terms of details.National policies are often at the strategic level.Therefore,for the development of vocational education,the supporting policies issued by local governments are very important to the development of local vocational education.Zhangjiakou Vocational Education Center has been affected by local government policies.The government in this region has fully implemented the national policy on vocational education,and has made a series of control measures based on the actual development of vocational education in Zhangjiakou.However,the development of Zhangjiakou Vocational Education Center has been affected due to the fact that many functions of the local government have not been performed in the implementation of policies.Based on this,the main content of this research is to explore the specific role of the local government and the effect of policies in the development of Zhangjiakou vocational education.This research focuses on the Zhangjiakou Vocational Education Center,and organizes and analyzes related theoretical achievements such as public goods theory,service-oriented government theory,and education equity.This paper makes a detailed analysis of the development of local vocational education,summarizes the current policy issues in the development of vocational education in our country,and discusses the specific role of government management in the development of vocational education.After sorting out the research,it is found that the main defects are: insufficient supply of vocational education by local government policies,unscientific overall management,weakened functions and unclear government service concepts.From these superficial problems in the development of vocational education,we can find the deep reasons: the lack of reasonable professional quality of administrative personnel in the local education industry,the insufficient investment funds of local governments in vocational education,the lack of social school-running forces in the development of vocational education,the lack of vocational education supervision awareness of vocational education is low.In the final analysis of these problems and specific reasons,targeted measures are put forward: the regulations and policies for vocational education management should be improved,and the service efficiency of vocational education policies should be improved;the overall goals of vocational education development should be coordinated and a more optimized vocational education system;strengthen the government’s functional supervision;actively change the cognition of vocational education;increase the total government investment in vocational education;improve the publicity ability of government policies and strengthen the public welfare benefits of vocational education. |
