| In the current situation,how to provide more skills and technical services to the local community has become a hot issue of current national and social concern.Nowadays,S City is at the crucial time when economy develops rapidly and industry transforms,so it requires a lot of qualified personnel.Promoting secondary schools to match the local social development and the demand for talents is a necessary prerequisite for S cities to perform their school functions.The study is based on the existing literature,based on theories of government functions and public choice theory,targeting secondary vocational schools in S city,the aim of this article is to promote the sustainable development of secondary vocational education in the city of S,take the secondary education in S city as a breakthrough and write a paper by linking theory with practice and combining relevant data.By comparing the advanced measures of domestic governmental behaviors,elaborate the current development status of secondary schools and the current behaviors of S city government and related problems,and propose some feasible solutions.Using literature research,questionnaire survey,In-depth analysis of the governmental behaviors in secondary education in S city,targeting the government’s weak initiative in guiding the work of secondary education,governmental behaviors in the development of secondary schools such as the lagging construction of governmental management functions and insufficient financial funds.In-depth analysis of the reasons for unreasonable governmental actions,and guidance on the improvement of secondary vocational schools in S from the perspective of the local government’s own awareness,the performance of governmental functions,and the inappropriate grasp of the government’s macro and micro roles.combines theories and research results in the actual situation of S city,the paper also attempts to propose a fundamental approach for the function of the local government in the middle professional education.That will assist the government to cooperate with each other on the reformation and development of China’s secondary professional education.Finally,based on the experience of governmental actions on secondary education in China,it is proposed that S municipal government should continuously improve the government’s uncomfortable behaviors in the development of secondary education,and provide a better development environment for schools and guide secondary education to provide more support for the local economy through optimal measures such as changing the government’s concept of vocational education,improving the governmental management system of vocational education,implementing education funding,expanding funding channels,and actively promoting new school operation modes such as integration of industry and education,etc.by playing the role of state intervention in secondary schools to guide the development of schools. |
