Research On Government Function In Urban Community Governance In Guandu District Of Kunming City

In recent years,China's urbanization process has been accelerating,the city scale has been expanding,urban community governance has attracted extensive attention from all walks of life,and its governance issues have been highly valued by the CPC central committee and the government.In 2017,the report to the 19 th national congress of the communist party of China proposed to "transform government functions,streamline administration and delegate power,innovate ways of supervision,enhance the government's credibility and executive ability,and build a service-oriented government that the people are satisfied with".In 2018,general secretary Xi Jinping proposed during a visit to a community in Shanghai: "the 'last kilometer' of urban governance lies in the community,which is the nerve endings for the party committee and the government to connect with and serve the people." In the government work report 2019,premier Li Keqiang further pointed out that "we should strengthen and innovate social governance,push the focus of social governance down to the grass-roots level,promote the 'maple bridge experience' that promotes social harmony,and build a new pattern of urban and rural community governance." In practice,although the government has made some achievements in the process of promoting urban and rural community governance,it is still an important issue for the government to solve urgently how to effectively perform its functions in urban community governance and how to solve the problems of urban community governance in underdeveloped areas with relatively large social contradictions.Based on this,this paper adopts the methods of literature research,questionnaire survey,interview,participatory survey and comparative analysis,and uses collaborative governance theory,government reengineering theory and service-oriented government theory and practice to investigate the government functions in the urban community governance of Guandu District,Kunming.Firstly,it clarifies the background of the topic selection and research significance of government functions in urban community governance,and then defines the core concepts of urban community governance and government functions on the basis of summarizing relevant research trends at home and abroad.Secondly,the government's performance profile,problems and reasons in the governance of the urban community in Guandu District are explained and analyzed.Finally,by drawing on the experienceof performing government functions in the process of urban community governance in other cities(districts)in China,the countermeasures for optimizing the performance of government duties in urban community governance in Guandu District are proposed.In a word,the research in this paper helps to provide a value reference for the urban community governance of Guandu District,and provides a theoretical basis for optimizing the performance of relevant government departments in the urban community governance of Guandu District.Through textual research,it is proposed that Guandu district should realize the new pattern of urban community governance,relevant government departments must actively give play to the functions of guidance,cultivation and publicity,transform,optimize and improve the functions that should be performed in the governance of urban communities from such aspects as governance concept,working mode and scope of intervention,effectively assume the role of the guide,supplier,nurturer and supervisor in urban community governance.
