Research On Government Function In Urban Community Governance

In the process of urbanization, the urban community governance has gradually drawn extensive concern from all sectors of society, and as the basic unit of society, urban community has become a great way and venue for government to solve the issues derived from urbanization. But it embodies a strong tendency of community administration, due to the fact that the democracy at the grass-roots level and community construction of China’s urban community start late, and of the transformation of social structure and rapid development of urbanization. Since 2002, community self-ruling has been practiced across the country, and government intervention has become indirect and invisible, which contribute to the emergence of "new community administration "in the community governance. At its most basic, the reason is that the inadequate orientation and transformation of government functions are already a bottleneck to the development of China’s urban community transformation. Therefore, focusing on the government functions in the urban community and combined with an empirical analysis of Ruijin Road Community in Nanjing, the thesis is to summarize and analyze the problems of government functions in the community governance, finally proposes solutions to the current problems and establishes a systematic, practical operation mode for government functions.Combined with the analysis of government functions in the urban community management, the thesis focuses on the following issues:(1) the orientation of government functions in the current community governance; (2) the concrete manifestation of the main problems of government functions; (3) the transformation of government functions in terms of the concept, scope of activities, limitation, output mode, etc.The thesis consists of an introduction and five chapters. Based on the concepts of community governance and government functions, Chapter One sums up the relevant theories so as to lay the foundation for the following analyses. Chapter Two presents the change and challenges of government functions in the urban community management at different stages. By comparing and analyzing the different role orientations of the Chinese government and foreign governments in the urban community management, Chapter Three discusses the current orientation of Chinese government in the urban community management, that is, what the government functions are supposed to be in the urban community. As the main emphasis of the full text, Chapter Four based on the empirical investigation of Ruijin Road Community in Nanjing points out the main experience and insufficiency of the community which centers on the "community-centered system reform", revolves round the rational relations and clear functions, and puts forwards a series of measures to solve the administrative problems. Then from the scope, mode and system-these three aspects of government intervention in the urban community, the chapter points out some common problems existing in the current community governance and summarizes their causes. Finally, according to the above-mentioned problems, chapter five proposes specific path optimization for government functions from the macro, medium and micro levels.The thesis comes to a conclusion:China’s urban community governance requires the participation of the government, and the fact that its participation facilitates the changes in the governance structure of grass-roots community is the charm and feature of China’s community governance. Meanwhile, since the realization of community autonomy is determined by the boundary of government functions, the current problems of community administration can be effectively resolved and autonomy gradually realized in the community only by defining the boundary of government functions in the community from their concept, operation mode and scope of activities.
