Urban communities are the smallest units of urban society.The level of the governance of a community affects the overall effectiveness of urban society governance.After the founding of the People's Republic of China,the urban governance system was at first dominated by the unit system and supplemented by the street housing system.Later,the community system emerged at the historic moment.At the national level,the community governance mechanism is constantly improved,and the community governance methods are innovated.In the process of building a great modern socialist country,community governance innovation will play a major role.In this context,this study selected the Q community of Baotou City as a case,using the logic thread of "current situation-problems-causes-countermeasures" to conduct research.It explored the problems that arise in the governance of multiple subjects in the Q community and put forward suggestions for improvement.Firstly,it defines the relevant concepts of community governance,elaborates on the multi-center theory,new public service theory,and holistic governance theory involved,and analyzes the guiding significance of these theories for this study.It also collects and summarizes relevant domestic and foreign literature,and integrate existing research results.Secondly,it sorts out the process of social governance in urban community since the founding of the People's Republic of China,and summarizes three characteristic cases in Beijing,Guangzhou and Baotou respectively.Take Q community as an example,the author summarizes the existing literature,grasps the basic situation and governance of Q community.At the same time,the outline of the survey questionnaire and interview have been designed.Targeted at the residents in the community,the survey questionnaires have been distributed both on-site and online.The interviewees are government staff,community workers,ordinary people,etc.In particular,the author investigates the governance methods and effects of the community during the COVID-19 pandemic,collectes opinions from all parties,and gradually comprehends the status of Q community governance.Thirdly,this dissertation combines the online and on-site investigation with the literature and survey data,and finds that residents of the Q community have a strong sense of participation,There are also problems,such as the core leadership role of community party organizations is not obvious,the government functions are extended too much,the coordination of units in the jurisdiction is not strong,the participation of social organizations is not high,the property companies are difficult to meet the needs of residents,and the low level of residents' participation in community governance.The reasons are that the community party organization is weak,the government's coordinating role is not in place,the social organization's credibility is insufficient,the property company's service awareness is not strong,the community neighborhood committee's governance level is low,and residents' access to community governance channels is not smooth.Finally,based on the problems existing in the governance process and the causes of the problems,this dissertation proposes countermeasures to improve the governance of urban communities,specifically: consolidating the leadership of grassroots party organizations,clarifying the responsibilities of government guidance,cultivating social organizations as needed,improving the quality of property services and level,establishing and improving residents' self-government organizations,and doing a good job in propaganda and public opinion guidance.
