Research On Urban Community Governance Under The Concept Of Co-construction, Co-governance And Sharing

The report of the 19th CPC National Congress pointed out that China should continue to strengthen and innovate social governance in order to achieve the goal of creating an integrated social governance system that co-construction,co-governance and co-enjoyment.The Fourth Plenary Session of the 19th CPC Central Committee will develop the social governance pattern into a governance system and transform the advantages of the system into governance effectiveness.As an important part of social governance,community governance has pushed the focus of social governance to the grassroots.Community governance under the concept of co-building,co-governance and sharing is a key step to realize the benign interaction between government governance,social regulation and residents' autonomy.Since 2011,the Ministry of Civil Affairs has approved three batches of 83 national community governance and service innovation pilot zones as the basis for data analysis of the overall case.According to the category of community governance affairs,six typical cases of urban community governance were selected to analyze their innovative practices.Learn good community governance experience and learn governance lessons from it.Among them,it can not be ignored that partly community is a certain gap between the community requirements under the concept of co-construction,co-governance and co-enjoyment,and it is urgent for us to improve.Therefore,this article discusses according to the overall logical structure of the total score,and follows the contrast between the expected and the actual,and proposes a way to solve the problem.The research content of this article consists of six parts:The introduction reviews the research background of urban community governance under the concept of co-construction,governance and sharing,and presents the research status at home and abroad.It also proposes that the innovation of this article is to interpret community governance issues from a new perspective and interdisciplinary approach.The second chapter analyzes the concepts of community and community governance,and analyzes and introduces the theoretical basis of the thesis research,that is,the theory of governance and the theory of national governance capacity.In addition,it also sorted out the development context,the reasons for the change,and the implementation significance of the "joint construction,common governance and sharing"policy.The third chapter analyzes the new requirements of the concept of "co-construction,co-governance and co-enjoyment" on the governance of urban communities.The "coconstruction" of urban community governance is that the mechanism and platform of community governance are the brainstorming,brainstorming and joint participation of all members of society,combining top-level design and grassroots participation.Specifically,it includes the establishment and improvement of institutional mechanisms for community governance;the establishment of an intelligent linkage platform;and the guarantee of diversified participants.On the basis of ensuring "co-construction",multiagent communication and negotiation,and jointly govern the community."Cogovernance" is the entire collaborative process of multi-subjects governing community public affairs.It is the unification of governing people,affairs and governance,including the initiative and creativity of multi-subjects;developing a comprehensive and rich community governance content;rich flexible community governance.The concept of"sharing" is to reflect the concepts of shared enjoyment,shared commitment by all,and inclusiveness and fairness in the process and results of community governance.Including the fair and reasonable allocation of governance resources;the sharing of governance results;the sharing of governance responsibilities;the public spirit of the community is gradually strengthened.The content of Chapter 4 is based on the comparison between the current state of community governance in China at present and the new requirements for community governance of the concept of "co-construction,co-governance and co-enjoyment ",and summarizes the shortcomings of urban community governance in China.Correspondingly,under the new requirements of "co-construction" in community governance in our country,there are problems in the formulation and operation of the system and mechanism;inadequate platform construction and use;and the inadequate role of each subject.From the perspective of the concept of "common governance",there are problems such as poor linkage between multiple subjects;the content of community services needs to be increased;and the use of community governance methods needs to be improved.Under the concept of " co-enjoyment ",there are imbalances in the allocation of community governance resources;the failure to share the results of community governance;the uneven sharing of responsibility for community governance;and the need to strengthen the public spirit of the community.The fifth chapter mainly analyzes the community governance of 6 cities and summarizes their successful experiences and practices.Including the "centralizedcoupling" Qinhuai model of Nanjing,Jiangsu Province,the Jing'an model of Shanghai's community development fund+community consultation,the Qingshan model of"Sophisticated Streets,Strong Communities,Promoting Service" in Baotou,Inner Mongolia,Jilin Changchun's innovative three-society wide-city model,the Qingyang model of "big linkage,micro-governance" in Chengdu,Sichuan Province,and the "7+7 co-governance model " in Karamay District,Karamay City,Xinjiang.Chapter Six is based on the analysis of the previous chapters,from the perspective of the main participants,including party organizations,governments,laws,residents,autonomous organizations,social organizations,community talents and resident units.Therefore,it proposes ways to build types of co-construction,co-governance and coenjoyment urban community.
