China has the largest aging population in the world,accounting for 1/5 of the world's population.Around 2000,China officially entered an aging society.However,the increasingly severe aging has pushed the problem of providing for the elderly to the forefront.The report of the 19 th National Congress of the Communist Party of China puts forward new ideas for a co-constructed,co-governed and sharing social governance structure,which provides a vital basis for the construction of shared community&home-based care services.A virtual nursing home was established in Chengguan District in 2009.After nearly ten years of operation with painstaking effort,it has gradually stepped out of a new mode of co-constructed,co-governed and sharing community&home-based care service,which is led by the government,operated by enterprises in the market,and evaluated by the residents.On the one hand,it better meets the elderly care requirements.On the other hand,it alleviates the problem of urban elderly care effectively.Gansu is a province with a wide area but a small population.The aging population is extremely scattered,and the local finance is in short supply.Compared with its eastern part,the situation is quite different: the characteristics of the population distribution are not suitable for the centralized development of institutional mode of provision for the aged.The study is based on the actual case of virtual nursing home in Chengguan District,which provides significant reference for the sustainable research of community home-based elderly care service.This paper explores the enlightenment and experience of virtual nursing home through literature analysis,interview,and case study.The paper reviews the key concepts and issues of domestic and foreign elderly care models,service content,operating mechanism,financing mechanism,virtual provision for the aged,co-constructed,co-governed and shared.What's more,the paper puts forward the theory of co-construction and co-governance and sharing community governance based on practical cases.The research framework identified the research structure of the status,problems,and countermeasures,and filled the gaps in the study of community home-based care services in China using cooperative governance theory.It is found that there are many problems in virtual nursing homes,such as insufficient government supervision,legal issues,the weak participation of social forces and the weak sense of supporting the aged.The paper details the above problems and puts forward corresponding measures.In order to make more senior citizens receive professional,systematic and modern services,we need the joint efforts of the government,market and social forces,not only to manage and supervise effectively,but also to intensity efforts to develop long-term system in the process of co-construction.Only in this way can we further meet the requirements of the elderly in urban communities,so that the elderly can enjoy a healthy and cosy life for the rest of his or her days.Moreover,exploring effective countermeasures to further improve the co-constructed,co-governed and shared home care service model,focusing on promoting the optimization and upgrading of community &home-based care service,which also has reference to the implementation of “virtual nursing homes” in other regions.
