| The concept of co construction,CO governance and sharing put forward by the party in the report of the 19 th National Congress provides new ideas and directions for urban community governance in the new era.The goal of social governance is to deepen the social governance system of "Party committee leadership,government responsibility,social coordination,public participation and legal guarantee".With the deepening of social transformation and the continuous improvement of people’s democratic consciousness,the traditional urban community governance mode is no longer suitable for the development of modern cities,and the era of single subject governance mode dominated by the government no longer exists.With the proposition of "realizing the modernization of national governance system and governance ability",the management mode of urban community also needs to change from "community management" to "community governance".Under the dual promotion of theory and practice,it has become an inevitable trend for the development and governance of urban communities that the party and government organizations,residents’ committees,enterprises and institutions,community social organizations,community residents and other multiple subjects cooperate with each other,and jointly commit to the management of community public affairs and the provision of public services,so as to improve the level of urban community governance.The research content of this paper mainly includes the following parts: first,systematically combing the existing research of urban community multi coordinated governance in China,and analyzing the basic situation of urban community multi coordinated governance in China with the theoretical support of governance theory,collaborative governance theory and new public management theory;second,summarizing the current situation of urban community multi coordinated governance in China through investigation and research The achievements of collaborative governance have been achieved,but there are also problems such as low effective participation of residents,imbalance of community power structure,inadequate development of community social organizations,and low efficiency of multi-agent collaboration.Thirdly,from the perspective of imperfect system of multi-agent collaboration in urban communities,insufficient participation of multi-agent,and imperfect guaranteemechanism of multi-agent collaborative governance,the problems are caused Fourth,on the basis of the existing research,this paper puts forward countermeasures and suggestions on the realization of urban community multi coordinated governance mechanism from three aspects: improving the community autonomy mechanism of multi coordinated governance,improving the dynamic mechanism of multi coordinated governance,and improving the guarantee mechanism of multi subject coordinated governance. |
